The central government has taken a significant decision for disabled employees. Now, the central employees falling under certain fixed categories of disability will get transport allowance at twice the normal rate. The Finance Ministry has asked all the ministries and departments to follow this instruction strictly.

In an office memorandum recently issued by the Ministry of Finance, it has been clarified that, amending the earlier instructions issued on 15 September 2022, a new list of categories of disability has been issued under which double transport allowance will be given to the employees.

Which disabled employees will be eligible?

As per the new order, employees falling under the following categories under the Rights of Persons with Disabilities Act, 2016 will be entitled to this facility, provided other conditions are met:

-Locomotor disability – This includes leprosy cured, cerebral palsy, dwarfism, muscular dystrophy and acid attack victims. It also includes spinal cord deformities and injuries.

-Blindness and low vision

-Deafness and hearing impairment

-Speech and language impairment

-Intellectual disability – including specific learning disorder and autism spectrum disorder.

-Mental illness

-Chronic neurological conditions – such as multiple sclerosis, Parkinson’s disease, etc.

-Blood-related disabilities – Hemophilia, thalassemia, sickle cell disease.

-Multiple Disability – That is, having two or more disabilities out of the above, including deaf-blindness.

Why is this facility necessary?

Divyang employees have to face many additional difficulties in daily life. Travelling is a big challenge especially in working life. Doubling the transport allowance by the government is a big relief step for these employees, which will not only provide them financial assistance, but will also promote social inclusion.

Allowances available under the 7th Pay Commission

It is worth noting that under the 7th Pay Commission, many types of allowances are given to the central government employees. Some of the major ones are:

Dearness Allowance (DA) – Revised every six months in view of inflation.

HRA (House Rent Allowance) – Available at different rates according to the category of the city.

Travel Allowance, Children Education Allowance, Hostel Subsidy, etc.

There were already some additional allowances for Divyang employees, but now a clear and updated instruction of double transport allowance has come, so that all departments can avail the benefits equally.
