Eligibility criteria for PMAY – Urban
To qualify for benefits under the Pradhan Mantri Awas Yojana – Urban (PMAY-U), applicants must meet the following income and housing conditions:
- Economically Weaker Section (EWS):
Households with an annual income of up to Rs. 3 lakh and no existing pucca house anywhere in India. - Lower Income Group (LIG):
Households with an annual income between Rs. 3 lakh and Rs. 6 lakh, who also do not own a pucca house. - Middle Income Group (MIG-I):
Households earning between Rs. 6 lakh and Rs. 9 lakh annually, without ownership of a pucca house. - Slum dwellers:
Families currently residing in slums or informal settlements in urban areas are also eligible under the scheme.
This classification ensures that housing support is targeted at those genuinely in need, helping bridge the gap in urban housing shortages.
Eligibility Criteria for PMAY (Gramin)
Under the Pradhan Mantri Awas Yojana (Gramin), priority is given to:
- Households listed in the Socio-Economic and Caste Census (SECC) data
- Families without a house or those living in zero, one, or two-room kutcha houses (with kutcha walls and roof)
However, certain households are not eligible to apply under this scheme. These include families who:
- Live in a pucca (permanent) house
- Own a motorised vehicle (two-wheeler, three-wheeler, or four-wheeler)
- Own mechanised agricultural equipment (three- or four-wheelers)
- Hold a Kisan Credit Card with a credit limit of Rs 50,000 or more
- Have any government employee in the household
- Run a non-agricultural enterprise registered with the government
- Pay income tax or professional tax
- Own any of the following:
- A refrigerator
- A landline phone
- 2.5 acres or more of irrigated land
- 5 acres or more of irrigated land used for two or more crop seasons
- 7.5 acres or more of land with at least one irrigation equipment
- A refrigerator
These exclusion criteria ensure that the scheme reaches the most economically vulnerable households in rural India.

The following groups are eligible for benefits under the urban component:
- Urban poor, including:
- Daily wage labourers
- Rickshaw pullers
- Street vendors
- Other informal service providers
- Industrial workers
