As part of efforts to reach out to every pensioner living even in the remotest parts of the country, the Department of Pension & Pensioners’ Welfare (DoPPW) will conduct Digital Life Certificate (DLC) Campaign from 1st to 30th November, 2025, the Ministry of Personnel, Public Grievances & Pensions has said in a statement.

This will be the 4th nationwide DLC campaign, covering 2,000 districts and sub-divisional headquarters across the country. The campaign will be organised in collaboration with 19 pension disbursing banks, India Post Payments Bank (IPPB), Pensioners’ Welfare Associations (PWAs), CGDA, DoT, Railways, UIDAI and MeitY.

What is Digital Life Certificate or Jeevan Pramaan Patra?

DLC/Jeevan Pramaan Patra is a biometric-enabled Aadhaar-based life certificate for pensioners. DLC is generated for individual pensioner using their Aadhaar number and biometrics.

How is DLC different from traditional life certificate issued by govt?

For DLC, pensioners are not required to present themselves before pension disbursing officials. DLC does not have to be submitted physically to the pension disbursing agency (bank/post office etc.) as it is available to them digitally and is automatically processed by the pension disbursing agency. Also, each DLC has a unique ID called the Pramaan-ID.

What is DLC Campaign to be run from Nov 1-30?

During the DLC Campaign 3.0 (2024), a record 1.62 crore DLCs were generated, including more than 50 lakh DLCs through face authentication technology, across 1,900 camps held in 800+ districts and cities. These achievements were made possible through the active participation of banks, IPPB, central ministries/departments and PWAs.

This year too, India Post Payments Bank (IPPB) will conduct DLC camps in all districts through its vast network of 1.8 lakh postmen and Gramin Dak Sewaks (GDS), offering doorstep DLC services to all categories of pensioners irrespective of their bank.

How to obtain more details about DLC campaign?

Pensioners can obtain more information on this facility from ippbonline.com. IPPB staff are equipped with mobile devices enabling both fingerprint and face-based DLC generation.

As many as 19 pension disbursing banks will hold camps at multiple locations across 300 cities, including visits to the homes and hospitals of aged, disabled, or sick pensioners. Also, 57 registered Pensioners’ Welfare Associations will assist in mobilising pensioners and conducting camps in coordination with banks and IPPB.

“Banks and IPPB will jointly launch an extensive awareness campaign through SMS, WhatsApp, social media, banners, and local media coverage to inform pensioners about DLC submission options. DD, AIR, and PIB teams are fully geared up to provide publicity through audio-visual and print media,” the ministry said in the statement.

The DLC Campaign 4.0 is positioned as the largest-ever outreach initiative for pensioners, targeting 2 crore DLCs, with a strong emphasis on Face Authentication technology, ensuring universal coverage and ease of living for pensioners across the country, it said.

How to download DLC application?

-To download the application, click on ‘Download’ tab on https://jeevanpramaan.gov.in;

-Provide email ID, captcha and click on ‘I agree to Download’;

-You will receive OTP in your email, enter the OTP;

-On entering correct OTP, the download page appears; click on ‘Download For Windows OS’

-You will receive download link in your e-mail;

-A zip file containing the Jeevan Pramaan application will get downloaded – unzip the .zip file;

-After unzipping follow instructions provided in ‘client installation document’.

Is DLC submission only option available now for pensioners?

No, DLC is an add-on facility to the already existing offline mode of submission of life certificate.
