The Centre will provide Rs 70,000 as monthly fellowship to those researchers doing their PhDs in IITs or IISc, Union higher education secretary Kewal Kumar Sharma has said. Presently researcher-students get Rs 25,000 as monthly scholarship at IITs. “As part of the research fellowship scheme of Prime Minister Narendra Modi, we wish the meritorious students who are being forced to leave the country for purely financial reasons stay within the country. “We will provide 2,000 such monthly fellowships across the IIT system and IISc Bengaluru,” Sharma said at the 67th Foundation Day of IIT Kharagpur at its Kharagpur campus in West Midnapore district yesterday. It will be given for a period of five years, he said.

This will also enable meritorious researchers, keen to further their research but forced to opt for corporate jobs for higher pay, to pursue their goal, he said. However, the scholarship recipients can’t do any other job, the senior official said. “The cabinet nod for the proposal should come soon. We are hopeful to start it from the next session,” he said. IIT-KGP director Partha Pratim Chakrabarti later said, “This is a very good proposal.”

dear modiji please stop every university to hire a phd candidate.why this discrimination among research scholars, they all are doing research and do very good in their research fields. Are only IIT students do their jobs not other research scholars . please stop this discrimination. you are misusing our votes and faith. that means only IIT scholar should give u vote.

One of the iest decision ever made. In 2015 for the post of a "PEON" in state Govt. office in UP, 200 PhD holder candidates applied. There is no job opportunity for B.Tech/BE holders after graduation, so they are shifting towards higher studies due to fellowship schemes. Current 25000 28000 fellowship is way enough for a PhD scholar. Now Govt. has increased it to 70000, that to only 2000 scholars across 28 IITs and 1 IISc. Those who will get it, on what criteria they will get that Scrutinizing committee can only tell. But the situation remains same, high intake of PhD scholars in IITs and IISc and consequentially more funding from the Govt to these Ins utes. Our system wont change: Those who are already having enough for them, they are getting more from the Govt. those who has nothing/something they will always struggle to get support. Only time may tell when this is going to change.

If the government is going to pay than researcher should not take the technology outside the country or go abroad and work for other countries without benefiting our country.

Why not such a facility to Govt / Private universities Ph.D students who are pursuing Ph.D in any stream, atleast a stipend could have been given to them say ranging between 30K to 40K so that they can pursue their research more comfortably. The authorities should give a thought.

cenral,state,demeed,private,...you are complicating your educational system only.It has been remarked that students from iits and iisc are far better productive than any other. So,we have to welcome the decision mainly to motivate students for fierce compe ion. Can't you know that entering PhD program in india has become a formality??? Please investigate !Those doing PhD in central, deemed, state, patati patata should receive (zero rupee) it is a time-pass

A suitable increase for those doing PhD in other central universities and NITs will not be unfair and simultaneously must be considered soon although IITs and IIsc., being given priority should not be grudged.

Surely a great decision. It should be taken in consideration by people commenting negatively that is is just a start and later the scholarships to other universities could be increased slowly. A ramp function is always more stable than a step function. So I think instead of giving negative comments, people should support this decision of the honourable Prime Minister in open minded way.

While this seems to be a lucrative scheme but it is unfair that only the students pursuing their PhDs in IITs or IISc will be bene ed by this. It should be open to all the educational ins utes and universities across the country and be purely on the grounds of merit - be it basic science or application based science. Moreover, completion of PhD doesn't ensure job security. We need even better schemes for the people who wish to pursue their post doctoral research and stay in academia.

You are right from populist point of view. Research and development is the need of the hour and funds are limited. Best choice domestically would have been IITs. They have infrastructure and their students go outside for R D in universities like cambridge, purdue, mit etc. Its better they contribute in India. Definitely few more selected ins utes are there who can add value to reach the vision. A solution can be a merit based ranking taking infra, student base, etc into consideration for providing an enhanced stipend.

These students most likely would go abroad for postdoctoral and settle outside of India after PhD. Better thing for govt to do would be to provide funding and research facilities along with job opportunities to encourage bright scientists to stay back and contribute here. Also funding by industry should be made mandatory and schemes for absorbing bright talent into industrial R and D after PhD should be put forth. Tax subsidy for such schemes should be introduced

The scholarship for the PhD students of other organization must also be raised accordingly. For eg. for central universities like DU, it should be at least 25000 if not more.

Why such discrimination...? What about those pursuing P.hD from NII, AIIMS, PGI and other central universities.. In IIT, nobody focuses on biological research... And without biology we all r incomplete. Currently I'm pursing my P.hD from PGI and I'm a JRF holder. Definitely government is not at all concerned about others. And hence I'll also try to go abroad for further studies n research... I think government must rethink about this decision....

You have a valid point. Specially with the advent of antibiotic resistance bacteria, AI, gene-editing etc biotechnology should be a focus. A proposal from Department of biotechnology to converge such ideas should be expected. Although till then you might have graduated or may be not.

This is really a motivational step for researchers in the financial point of view. But as far as research is concerned, why only IITs and IISc? Why not other research ins utes such as CSIR Labs, DAE ins utes, etc. As it is mentioned in one of an earlier comment, what will they do after getting PhD? Only option to go for PostDoc in abroad and search for the job at abroad only. What I think, instead of such short-term fellowship plans, govt. should think in the direction to observe such researcher after getting PhD and control the brain drain to abroad. : hindustantimes /india/nearly-85-rise-in-brain-drain-from-india-to-us-in-10-years/story-pYX8O8j5xzUtxg1AgRlyHP

Welcome decision. People just want to scuttle and program by highlighting the negative aspects. Many students do not pursue research because they have to support their family at that stage of their lives. Now they can do both. Let us make a beginning with IITs and IISC and with 2000 scholarships. We can improve the program further. Please let us not spoil the lives of the bright students.

If it is like that, whoever will complete the Ph.D. under this scheme again they will go abroad for postdoctoral fellowships. Bcz.... we don't have jobs and postdoctoral fellowships after completion Ph. D. Suppose if we have those schemes are less than that present schemes (75,000/-).

I guess this article is inappropriate. I am a PhD scholar in IIT DELHI but have heard that such schemes are restricted only to undergrads who get a direct PhD admission due to merit. We are the best in business in many ways but only 2000 such scholarships are certainly not meant to cater to all PhDs of these good ins utes.

Students like us who belongs to state university also should be included. Because lack of information we have not apply for Ph.D. in IIT IISC. Bangalore. When I came to know that during my second year of PhD. Course about IIT and IISC Bangalore in some ATM School which I was attended I was started my work equal IIT students. But my guide rejected those published articles concepts due to not understanding those concepts by her. Further I have to bring to your kind information that I have won RFSMS fellowship in 2012 March 22 and it is duration start from 28nd Feb 2012 and completed on 27 Feb 2017 . But still I have not received either certificate nor fellowship amount. Dear sir can you help in this regard and will you inform to our honorable prime minister Modiji.
