8th Pay Commission: Days after the finance ministry stating there is no proposal under consideration for formation of the 8th Pay Commission, the National Council (Staff Side) Joint Consultative Machinery (NC JCM) has written a letter to the Union Cabinet Secretary, requesting “immediate” formation of the new pay commission.
In a letter dated December 3, the Staff Side of the National Council of the Joint Consultative Machinery (NC-JCM) said that it has been 9 years since the implementation of the 7th CPC recommendations, and the next wage and pension revision is due from January 1, 2026.
Through this letter, Shiva Gopal Mishra, Secretary, NC JCM emphasized the historical precedence of a 10-year cycle maintained since the 4th Pay Commission in 1986 for revising the pay, allowances, pensions, and other benefits of central government employees.
The letter further referenced a previous request made on June 3, 2024, stating, “This office vide letter No. NC-JCM-2024/8 CPC requested the government to constitute the 8th CPC. It has been over 6 months, but we have not received any positive response.”

No justification for further delay in 8th Pay Commission formation: NC JCM
Highlighting the timeline challenges, Mishra noted, “The 7th Central Pay Commission was constituted on February 28, 2014, nearly two years before its implementation on January 1, 2016. With only a year left for the next revision, there is no justification for further delay.”
He also pointed out that Pay Commissions typically take 2 years to submit their final reports, followed by three to 6 months for the government to implement recommendations.
“The Pay Commissions used to take almost 2 years period for submitting their final report to the government and the government takes 3 to 6 months for considering and implementing its recommendations,” writes Mishra adding that “in this back drop I feel there is no justification in further delaying the matter.”
The NC JCM has once again requested the Cabinet Secretary to take up the matter with Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman for immediate constitution of the 8th Central Pay Commission.
Around 1.2 crore employees and pensioners await 8th Pay Commission formation
Nearly 1.2 crore central government employees and pensioners have been eagerly awaiting the announcement on the constitution of the 8th Pay Commission. So any meeting or development between the Centre and employee representatives generates significant interest among these staff.
No proposal under consideration to form 8th CPC: FinMin
The Union Finance Ministry recently confirmed that there is no proposal under consideration for setting up the 8th Central Pay Commission, a news causing a major disappointment for over 1 crore central government employees and pensioners.
In response to a question in the Rajya Sabha, Pankaj Chaudhary, Minister of State in the Ministry of Finance, categorically said that there is currently no proposal under consideration for setting up the new pay commission.
