Monsoon Session of Parliament 2025 Bills Highlights: The Lok Sabha, on the first day of the Monsoon Session on Monday ended early at 4 PM after four adjournments. The disruption continued following the Opposition’s sloganeering while demanding a debate on the Pahalgam terror attack and Operation Sindoor. Rajya Sabha also faced short adjournments in the morning for similar reasons.
Opposition members criticised the government for failing to catch those behind the terror attack and demanded that Prime Minister Narendra Modi come to the House. In response, Union Ministers JP Nadda (in Rajya Sabha) and Kiren Rijiju (in Lok Sabha) said the government is ready to discuss the issues, but only under the proper rules.
Justice Varma’s impeachment
Members of Parliament on Monday intensified pressure on Justice Yashwant Varma’s impeachment proceedings by submitting formal notices to the Chairs of both the Lok Sabha and the Rajya Sabha. The Allahabad High Court judge is at the centre of a controversy after bundles of burnt currency notes were reportedly discovered at his residence in Delhi.
Following the incident, Justice Varma was repatriated from the Delhi High Court back to the Allahabad High Court.
A cross-party delegation submitted a removal notice to Lok Sabha Speaker Om Birla, citing Articles 124, 217 and 218 of the Constitution. The notice bore the signatures of 145 members of the Lower House, including Leader of the Opposition Rahul Gandhi, BJP leaders Ravi Shankar Prasad and Anurag Thakur, NCP-SP’s Supriya Sule, Congress leaders K C Venugopal and K Suresh, DMK’s T R Baalu, RSP’s N K Premachandran and IUML’s ET Mohammed Basheer, among others.
A parallel notice, signed by 63 Rajya Sabha members, was also submitted to Upper House Chairman Jagdeep Dhankhar.
‘AAIB report unbiased’: Aviation Minister
Civil Aviation Minister K Rammohan Naidu while taking multiple questions over Air India crash probe, said that the Aircraft Accident Investigation Bureau (AAIB) has successfully decoded the black box data and this has happened for the first time in India. He assured that the AAIB is following a clear, rule-based, and unbiased investigation process. Slamming the western media for pushing its own narrative and addressing the ongoing speculation around the crash, the minister said the government is committed to the truth and not interested in anything else. He added that the exact cause of the crash will be known only after the AAIB completes its final report as the preliminary report cannot answer all questions.
PM Modi’s address ahead of Monsoon Session
Calling the Monsoon Session a “Vijay Utsav”, Prime Minister Narendra Modi on Monday said that it will be productive and filled with key discussions. The PM was addressing the nation via media, ahead of the monsoon session in the Parliament today. He further hailed the Indian armed forces for decimating the terror targets in “just 22 minutes” during Operation Sindoor, and also praised the outreach programme carried by the MPs post Op Sindoor. “The entire world has now recognised Pak-sponsored terrorism,” PM Modi said adding that they saw the “power of Made in India weapons.” PM Modi further vowed to put an end to Naxalism in the country and also hailed Shubhanshu Shukla’s ISS achievement. “India’s flag being hoisted at the International Space Station is a moment of pride for every Indian,” he said.

How long will the Monsoon Session last?
The Monsoon Session of Parliament will continue until August 21. However, both Lok Sabha and Rajya Sabha will take a break on August 12 and return on August 18 to allow for Independence Day celebrations. In total, there will be 21 working days during this 32-day session.

The poll follows the Presidential and Vice‑Presidential Elections Act, 1952, and by convention the Secretary‑General of a House of Parliament—on rotation—is appointed Returning Officer.

Following Vice President Jagdeep Dhankhar's resignation on July 21, 2025, the Constitution does not provide for an acting vice president. However, since the Vice President also serves as the ex-officio Chairman of the Rajya Sabha, Deputy Chairman Harivansh Narayan Singh will preside over the House in his absence. He will fulfill these duties until a new vice president is elected, as per Article 91 of the Constitution.

Parliament Monsoon Session Day 1 Live: Motion to impeach Justice Yashwant Varma
A day after Parliamentary Minister Kiren Rijiju said that he has signatures of over 100 Lok Sabha MPs on the motion to remove Justice Yashwant Varma, 145 LS members have submitted a petition to the Chair regarding the same.
Moreover, 63 Opposition MPs in the Rajya Sabha has also submitted notice for removal of Justice Varma.
Process of Judge's impeachment
A motion for the removal of a judge has to be signed by not less than 100 MPs in the Lok Sabha and 50 in the Rajya Sabha.
The motion can either be accepted or rejected by the Speaker/Chairman of the House.
If the motion is admitted, the Speaker or the Chairman of the House forms a three-member committee in accordance with the Judges Inquiry Act.
The committee comprising a senior judge of the Supreme Court, a sitting Chief Justice of a High Court and a distinguished jurist will then probe the charges levelled against Justice Varma and come out with a report in three months.
The inquiry report will be tabled in Parliament followed by a discussion in both Houses, after which there will be voting on the motion for removal of Justice Varma.

Sarbananda Sonowal has presented the The Bills of Lading Bill, 2024 in the Rajya Sabha. This bill will replace the Indian Bills of Lading Act, 1856, which sets the rules for issuing bills of lading, documents that act as final proof that goods have been loaded onto a ship. The new bill keeps most of the rules from the old law. It was passed in the Lok Sabha in March 2025 and is now waiting to be passed in the Rajya Sabha.

Congress leader Rahul Gandhi on Monday said that the government did not let him speak in the House, even though union ministers were given a chance to talk. The Congress and other INDIA bloc parties had planned to raise eight major issues during the monsoon session of Parliament. These include the Pahalgam terror attack and the Special Intensive Revision of voter lists in Bihar. However, the adjournment notices given by the Opposition were not accepted.
In protest, opposition members raised slogans in the Lok Sabha to press their demands. As a result, the House was first adjourned till 12 noon and then again till 2 pm.

Both the Houses are adjourned till 2 pm. Meanwhile in Kolkata, TMC’s Abhishek Banerjee accused the BJP of being against Bengal and said they are being targeted simply for speaking Bengali. He said that if needed, TMC MPs will speak in Bengali during the next Parliament session and challenged the BJP to try and stop them. Responding to the ongoing anti-Bengali language controversy, he also said that after the 2026 Bengal assembly elections, it will be the BJP that ends up in a detention camp.

After multiple disruptions due to sloganeering, BJP MP Jagdambika Pal questioned why the Opposition was causing ruckus in the Parliament when the government had already agreed to respond to all their concerns. He said even the Prime Minister had asked for the House to function properly. Pal accused the Congress of making disruptions a regular habit and pointed out that Rahul Gandhi often leaves the House during discussions on issues he himself raises. He also criticised the Opposition for questioning the voter list revision in Bihar, saying it shows they have accepted defeat in the state and are now blaming the voter list for it.

Speaking about the voter list revision in Bihar, Union Minister Giriraj Singh said that the Opposition should understand what the Constitution says. He explained that the Election Commission is simply doing its duty as per the law. Singh said that in Bihar, the Commission is only asking two basic questions, one whether the voters are Indian citizens and other, whether they are genuine or fake. He added that the Commission’s actions are in the country's best interest.
Union Minister Satish Chandra Dubey also commented on the issue, saying the opposition is protesting because they don’t trust the country’s actual voters. Instead, he claimed, they seem to support people who have settled in India illegally and have no proper records.

While answering questions, Aviation Minister Naidu told the Rajya Sabha that everyone who died in the Air India crash received the same help and support, whether they were passengers on the plane or people on the ground. He was asked weather the families of medical students who died in the crash got compensation and some kind of psychological attendance. Naidu assured that there was no difference in the compensating people who dies in the Air India crash.

Questioning Naidu, Raghav Chadha claimed that DGCA is under staffed and cant function under pressure. "Technical posts in DGCA have a Vacancy of 55%. This is not a shortage but this is a crisis. There is no margin of error in skies. My suggestion is that DGCA should be turned into a autonomous body like Sebi."
Responding to Chadha, Naidu said, "DGCA is not under any kind of pressure. The posts were just recently created, when it comes to technical posts, we have to be careful, our pool is limited for this and the people who are to regulate the safety of people being in these posts have to be the best of best. We are trying to engage the right people. "

Answering the question on the compensation provided to the families of the medical students who died in the crash, and also if any psychological help was provided or not, Naidu said, "We have not differentiated between the lives that are lost. Naidu while taking questions on aviation safety said, "In terms of safety, DGCA has inspections which are planned, spot checks and night survelliance is also done. It's an annual plan and everyday they keep monitoring each and every flight. If an in-flight malfunction happens, which can be anything, to ensure the operations are still safe in such cases, there is a through protocol which we haven't invented, but the manufacturer themselves have ensured, in this case Boeing. DGCA goes through all these processes and if mandatory, DGCA adds its own process to check everything before the flight takes off."

A question regarding the aviation safety was raised in the Parliament, where an MP asked if the government has formed any new committee to carry routine inspections of all flights and see if pilots are fit to fly. To this Naidu responded saying, "Not only within the country, we are trying to study other countries' safety guidelines too. We have formed a high level committee to study these safety inspections that are carried abroad. It was formed immidiately after the crash and they have a timeline of 3 months to come up with their findings and surveys." Naidu added, "We already have robust safety mechanism in the country.. Nothing outside the box is needed. If you look at numbers 2909 departures are happening, 604 international departures, around 5 lakh passengers are travelling safely everyday. These are numbers from today."
