PFC Consulting Ltd, a subsidiary of central power sector financing company Power Finance Corporation, is likely to float a global tender on Thursday for selecting the developer for a Rs 9,000-crore transmission project.

Upcoming private power projects in states like Orissa, Jharkhand and Chhattisgarh could use the proposed transmission network for supplying 11,000 mw to consumers in northern and western regions, through open access. In addition, 2,000 mw allocated to constituents of the two regions from NTPC?s Rihand-IV and Vindhyachal-IV projects will be wheeled through this transmission network.

The developer will be selected through a tariff-based bidding for implementing the project on a build, own, operate and maintain (BOOM) basis, well-placed sources in the power ministry told FE.

Transmission charges for the project, which is known as ?System strengthening common for WR and NR?, will be divided in the ratio of power allocated to NR and WR constituents from Rihand-IV(NR: 1,000mw) and Vindhyachal-IV(WR : 1000mw) and open access sought by developers to NR and WR.

The project will provide a dedicated or common system of power evacuation from Jharsuguda to Ranchi, Daramjaygarh, Jabalpur pooling and Satna. In a recent policy initiative to attract private investment in the domestic power transmission sector, the Union power ministry has envisaged selection of developers through tariff-based competitive bidding. Earlier, central transmission utility Power Grid had monopoly over the power transmission business.

Specifically, the power ministry has envisioned development of independent power transmission projects for evacuation of power from generation stations, strengthening of grid and transmission of power from pooling stations to other grid stations and load centres.

The ministry recently bid out East-North interconnection me-ga transmission project andSterlite emerged as the lowest bidder.
