The Parliamentary Standing Committee on External Affairs headed by Congress MP Shashi Tharoor is scheduled to meet on Tuesday when it will be briefed on Indo-Pak relations with specific reference to recent surgical strikes. (PTI)

Surgical Strike: First of all, the Indian Army during the surgical strike was following the unstated international rule of 'hot pursuit'. While this has created as much hot air as it has down-to-earth discussions, but what has emerged in effect is that one country's armed forces can enter another without that being called an act of war or violation of an international border in case the soldiers are pursuing terrorists who have carried out attacks in the neighbouring country. In this case, these terrorists have carried out attacks in India. Proof? Pathankot and Uri attacks, most recently. (PTI)

Surgical Strike: Aside from the principle of 'hot pursuit', a related one is that if a neighbouring country feels that terrorists have gathered across the border with the intent to launch an attack, then the army can pre-empt the terrorists and swing into action to carry out an attack and blast those jihadists in their camps. That is exactly what the Indian Army did. (PTI)

Surgical Strike: So, as far as India is concerned, this was not an act of war, this operation by the Indian Army was an attack against terrorists, in the wider global fight against terror, a scourge that has killed innumerable people across the world. (PTI)

Surgical Strike: Most famously, the Narendra Modi government had ordered a somewhat similar strike carried out by army in coordination with the air force in Myanmar that targetted militants who were carrying out attacks in North-East India and then running across the border to safety. Comfortable in this haven, the militants did not know what hit them when Indian special forces attacked them. (PTI)

Surgical Strike: A real war happened in 1971, of course between India and Pakistan. Then PM Indira Gandhi had ordered the attack on erstwhile East Pakistan and helped destroy the two-nation theory and create Bangladesh – the people there were rebelling against the mistreatment by the West Pakistan-controlled Army and India helped liberate them and instal Sheikh Mujibur Rehman as the first PM in Bangladesh.
