India has voiced serious concern over the deteriorating security situation along the Blue Line, where recent clashes between the Israel Defense Forces (IDF) and Hizbullah elements in south Lebanon have led to significant destruction and threatened the safety of UN peacekeepers. In a statement reflecting India’s long-standing support for international peacekeeping missions, the Ministry of External Affairs emphasized the need for respect and protection of UN personnel in the conflict zone.
According to an official statement issued by the Ministry of External Affairs on October 11, 2024, “We are concerned at the deteriorating security situation along the Blue Line. We continue to monitor the situation closely.” The violence, which has intensified in recent days, has led to multiple attacks on UNIFIL (United Nations Interim Force in Lebanon) positions, including the organization’s headquarters in Naqoura.
Violations of UNIFIL Mandate
The UNIFIL mission has reported that its facilities have come under fire from the IDF, raising alarms about the violation of the inviolability of UN premises. On October 10, two peacekeepers were injured when an Israeli Merkava tank directly targeted an observation tower at UNIFIL’s headquarters. The peacekeepers sustained non-life-threatening injuries but remain in the hospital. The Naqoura base and other nearby positions have been repeatedly hit, putting the lives of peacekeepers at constant risk.
According to the official statement “Inviolability of UN premises must be respected by all, and appropriate measures taken to ensure the safety of UN peacekeepers and the sanctity of their mandate.” This call aligns with India’s broader stance on upholding international law and the safety of UN missions globally.
Escalating Tensions Along the Blue Line
The conflict along the Blue Line, which demarcates the border between Lebanon and Israel, has seen rockets launched towards Israel and ground incursions by the IDF into Lebanese territory. In addition to the injuries sustained by peacekeepers, Israeli forces have also targeted other UNIFIL positions, disabling surveillance equipment and causing extensive damage to communication systems and vehicles. These incidents represent a direct challenge to the mission’s ability to operate effectively and maintain stability in the region.
UNIFIL has reiterated the importance of respecting the mandate established by the UN Security Council under Resolution 1701, which calls for a cessation of hostilities and the protection of civilians. UN officials have condemned the deliberate targeting of peacekeepers and emphasized that such actions violate international humanitarian law.
