The Ministry of Home Affairs has announced an important revision of allowances for Civil Defence Volunteers, effective September 4, 2024.
This revision move is aimed at better supporting and recognizing the valuable contributions of these volunteers, who play a key role in maintaining safety and assisting communities during emergencies, according to an Order issued by the Union Home Ministry to states.
With significant increases in various allowances, the government is taking steps to ensure that these dedicated individuals receive fair compensation for their vital work.
What is Civil Defence and who are Civil Defence Volunteers?
Civil Defence mainly relies on volunteers, with only a small number of paid staff who help during emergencies. Although the programme is largely voluntary, Civil Defence Volunteers do receive Duty and Training allowances. They are guided and trained by full-time staff, including Deputy Controllers, Medical Officers, and Civil Defence Instructors.

Key changes in allowances:
Duty allowance: Increased from Rs 31 to Rs 150 per day when called for duty or training exercises.
Parade/Training Allowance:
From Rs 14 for a 2.5-hour session to Rs 70.
From Rs 28 for longer sessions to Rs 140.
Training Allowance during Camp:
Out of Pocket Allowance: Raised from Rs 12 to Rs 60 per day.
Messing Allowance: Increased ceiling from Rs 16 to Rs 80 for boarding and lodging.
State governments and Union Territory administrations are advised to implement these revised rates promptly, in coordination with their finance departments.
This decision will ensure that the costs related to these allowances will be shared between the central and state governments.
This revision marks a significant step in enhancing the support system for Civil Defence Volunteers, reinforcing their crucial role in ensuring public safety during emergencies.
