Kapil Raj, a 2009-batch officer of the Indian Revenue Service (IRS) and former Joint Director of the Enforcement Directorate (ED), has joined Reliance Industries (RIL). Raj, 45, officially superannuated from government service on July 17, 2025, after 16 years of service, citing personal reasons, as per an order from the Ministry of Finance.

RIL Issues Statement

When asked about Raj’s joining the company, a RIL spokesperson told FinancialExpress.com, “We don’t comment on individuals joining or leaving.”

Track Record of High-Profile Cases

During his 8 years at ED, Raj was in the spotlight for leading some of the agency’s most high-profile probes. He was the investigating officer in the cases of Delhi Chief Minister Arvind Kejriwal in the excise policy case and Jharkhand Chief Minister Hemant Soren in a land scam case, both under the anti-money laundering law.

Before this, as Deputy Director in Mumbai, Raj was involved in major financial frauds including those related to fugitive diamantaires Nirav Modi and Mehul Choksi and high-stakes cases related to DHFL and Iqbal Mirchi.

Known for his hands-on leadership style, Raj—an electronics engineering graduate from Lucknow and a Saharanpur, Uttar Pradesh native—used to personally draft interrogation questionnaires and would often supervise ED raids to keep his team motivated.

Bureaucrats in Corporate Roles

Raj’s joining RIL is part of a larger trend of experienced bureaucrats joining top corporates. Former CBDT Chairman K.V. Chowdary is an Independent Director on RIL’s board. RIL recently appointed Dinesh Kanabar, founder of Dhruva Advisors LLP, as an Independent Director. With Raj’s expertise in financial investigations and compliance, his appointment is seen as a strategic addition to the company’s leadership.
