The pending transfer and posting of dozens of Divisional Railway Managers (DRMs) for over two months has raised concerns among railway officials, with some emphasizing the need for timely rotation. The uncertainty surrounding these transfers is reportedly affecting work efficiency and hindering the implementation of new initiatives, particularly in critical areas such as freight operations.

Typically, DRMs are appointed for a two-year tenure, after which they are transferred to an equivalent or higher position within the zonal headquarters. Vacant posts are then filled by fresh candidates selected according to established guidelines. However, several key posts have remained vacant for over two months due to delays in the posting process, raising concerns among railway officials.

Impact on Officer Performance

The Railway Board has stated that the process of posting and transferring DRMs is currently underway, rejecting claims that the delays are affecting work efficiency. According to the Board, such delays are not unusual and should not impact the overall performance of the officers involved.

Dilip Kumar, Information and Publicity, Railway Board said,“It is correct that we have a practice of transferring DRMs after two years of their services followed by fresh postings, however, it is not sacrosanct,”

He added,“Sometimes, it gets delayed as well because of various reasons. I believe a sincere officer is unaffected by such considerations. He or she continues to work with the same degree of professionalism,” 

New Guidelines as Reason for Transfer Delays

PTI Sources indicate that the delay in transfers is due to new guidelines released by the Railway Board in September, pending approval from the Department of Personnel and Training. DRMs and safety experts say that nearing the end of their term, officers often hesitate to take new initiatives due to uncertainty about their future postings.
