?It is time for the state governments to develop a separate legal framework for PPP (public-private-partnerships) projects under JNNURM,” opined S. Jaipal Reddy, Union minister for urban development Jaipal Reddy. Responding to a question at a two-day national workshop for capacity building for PPPs in Hyderabad, the minister said, ?It is the subject matter of the state governments, who are encouraged to develop required legal framework. The Centre may only create a model, if required.” He further said such a legal structure would ensure the private entrepreneur about the ?stable regime of operation? and encourage to invest substantial amount in infrastructure projects. However, he clarified that, he meant only administration and not the political regime. The two-day national workshop was organised jointly by Administrative Staff College of India, India PPP Capacity Building Trust, IDFC and urban development ministry.
Reddy said the resource gap of about Rs 1,76,000 crore shall be filled by the private sector in the next five years in addition to JNNURM funding by the Union government.
