The Orissa govt is expecting the annual plan outlay for 2010-11 will be fixed at a higher between Rs 11,000 crore and 12,000 crore even though it has pegged it at Rs 10,200 crore in the vote-on-account budget for the year. Chief minister Naveen Patnaik, who is camping in Delhi, will have discussion with the deputy chairman of Planning commission, Montek Singh Ahluwalia, on Tuesday to finalise the state?s plan size. State finance minister Prafulla Ghadei, chief secretary TK Mishra, development commissioner SP Nanda, finance principal secretary Jugal Kishore Mohapatra, have left for Delhi on Monday to join Patnaik in the Tuesday meeting. The state finance minister, Prafulla Ghadei, said the plan outlay need to be revised upwardly in view of the higher allocations in the 13th Finance Commission?s award and higher revenue collections in the state.
The plan outlay was fixed at Rs 10,200 crore taking into account the recommendations of the 12th Finance Commission as the 13th Finance Commission?s award was not public at the time of the presentation of the vote-on-account budget. The 13th Finance Commission has increased the awards by Rs 69,000 crore compared with previous commission. The plan outlay is to be revised in sectors like education, tourism and environment as the 13th Finance Commission has recommended for increased grants in these sectors.
The state is witnessing a buoyancy in economy after the great recession year and its revenue collections is expected to reach Rs 12,000 crore. The target for the State?s own revenue has been fixed at Rs 12,850.61 crore for 2010-11.
