The UPA may have bought some goodwill from the Opposition after the election of Sushil Modi as the chairman of the empowered group of finance ministers, but the monsoon session of Parliament is likely to see the BJP attack the Centre over several held-up legislations, what party leaders term ?the Centre?s obduracy?.
Several state governments headed by the BJP have registered complaints with their party high command, demanding that the party use its lung power to clear several of their pet legislations, which are gathering dust in various Raj Bhavan and Central ministerial offices.
Madhya Pradesh lists six major legislations that it feels are blocked by the Centre. These include the Madhya Pradesh Stamp Bill, a Bill on the lines of the Maharashtra Control of Organised Crime Act (Mcoca) and anti-cow slaughter Bill.
Bihar had 11 Bills stuck with the governor Devanand Konwar, however, seven of these were cleared in a day, last week. Five education-related bills are still stuck with him. The governor has declined gubernatorial assent to the Bihar University Service Commission Bill, 2011, the Bihar University Tribunal Bill, 2011 and the Bihar State School Teachers and Employee Dispute Redressal Tribunal, 2011 on the grounds that they were money bills and required prior sanction from the governor to be introduced.
Bihar FM Sushil Modi has said the NDA would seek changes in the Constitution whereby governors could not hold back key bills for long periods. In another BJP-ruled state, Karnataka, six Bills are pending, including the Co-operatives Bill.
Punjab is anxious that two of its Bills dealing with Non-Resident Indians and their protection have been pending for long. BJP spokesperson and Rajya Sabha MP, Prakash Javadekar said the Centre has been blocking Bills at three stages, at Raj Bhavan, at central ministries and at the President-level.
The Congress, however, feels many of the pending Bills deal with draconian laws, which would be used to crack down on members of the minority community or Bills which are only ideologically imperative for the BJP.
