Furthering the recommendations of the Centre-State Relation Commission, the Odisha government has urged the Centre to share at least 50% of the spectrum auction money with state governments. The commission has suggested that sale proceeds of the spectrum auction should be devolved to states for infrastructure development projects.
The state, in a communique with the Centre, viewed that spectrum is exclusive property of states, like land, minerals, oil, gas and water. It is only that the Centre is managing the spectrum, which is considered scarce. Since spectrum value is determined on the basis of development in infrastructure, economy and industries, which takes place due to the efforts of state governments, asking for 50% of sale proceeds is rightly justified, opined the state government.
This will help the states to further infrastructure and development.
In fact, Odisha’s suggestion came in response to a Union government circular to states, seeking their view on the Centre-State Relations Commission recommendations.
