The centre has turned down the proposal the second time. But a hike in salaries of Delhi MLAs is in order though a 400 % hike may not be so justified.
The salaries of Delhi MLAs are, indeed, very low. The salaries of the MLAs are decided by the states. And there is wide variation in MLA salaries across state assemblies.
For instance, a Delhi MLA earns a salary of Rs.12000 per month with other allowances, while an MLA in Maharashtra earns Rs.75000 and MLAs of Karnataka earn approx Rs 95,000 per month. Other than salary, MLAs also get similar facilities like MPs – daily allowance, constituency allowance, office expenses allowance, provisions for accommodation, travel etc. As is the case with salaries, these too vary across state. If we do a comparative of the salaries of MLAs from different states, one would realise that the salary of Delhi MLAs is on the lower side. For instance, a Delhi MLA gets a salary Rs. 12,000/- per month, constituency allowance Rs. 18,000/- per month, secretarial allowance. 10,000/- per month, conveyance allowance Rs. 6,000/- per month, telephone facilities Rs. 8,000/- per month to meet the cost of telephone call charges, daily allowance Rs. 1,000/- per day (subject to a maximum up to 40 days per year) for attending Assembly session/committee meetings etc.

This is much less as compared with other state MLAs. And a demand for hike may be justified, but is a 400 per cent hike justified?
According to Manish Sisodia, who is the deputy chief minister in Delhi government, for corruption-free governance, the salaries of the MLAS must be good. He said, the MLAs of Delhi must get at par with the MLAs of the other states. If this Bill had been passed the Delhi legislators would have been the highest paid.
This may be the beginning of another tough fight between AAP and the Centre. However, the people of Delhi feel that why are they demanding 400 % hike, for doing what? Look at the state of Delhi, it is the most unsafe city in India and the law and order is a complete failure. While that is true, and a 400 per cent hike may not be entirely justified, bringing the Delhi MLAs at par with MLAs of other states is in order.
