Kolkata police has invoked Section 163 of the Bhartiya Nagarik Suraksha Sanhita (BNSS), 2023, across nine major locations, including Rani Rashmoni Avenue near the RG Kar Medical College protest site, starting Tuesday.

The move aims to prevent gatherings of five or more people and ensure peace during the Immersion Carnival on Red Road.

In an official statement, Kolkata Police said, “It is necessary for preventing danger, obstruction or inconvenience to the public in connection with the ‘Immersion Carnival’ on Red Road, Kolkata on October 15.”

The order, effective October 14, prohibits rallies, meetings, processions, and demonstrations in the area to avoid disturbances and maintain public tranquility.

“The Hon’ble Court, vide solemn order dated 11.10.2024, as passed in W.P.A No. 26007 of 2024, was pleased to direct that none shall disrupt the carnival which the government has organised, as part of its yearly ritual,” the order further read.

Manoj Kumar Verma, Commissioner of Police, Kolkata, who also serves as Executive Magistrate for Kolkata Metropolitan Area and South 24 Parganas, issued the directive. The ban includes carrying weapons such as lathis, which could incite violence. Violators will face penalties under Section 223 of the Bharatiya Nyay Sanhita (BNS), 2023.

The restrictions will be enforced throughout the city to maintain peace during the Immersion Carnival. A protest, called the “Droho Carnival,” is expected near Rani Rashmoni Avenue, which police warned could lead to large-scale disturbances.
