On December 3, 2024, the second India-UK 2+2 Foreign and Defence Dialogue took place in New Delhi, with both countries discussing a wide range of topics under their comprehensive strategic partnership. The timing of the dialogue was significant, coming amidst the ongoing Russia-Ukraine war and the Israel-Hamas conflict, which have had a major impact on global security dynamics.
During the meeting, the two sides reviewed progress under the India-UK Roadmap 2030 and agreed on the importance of revitalizing the partnership. The discussions centered on identifying new areas of cooperation and updating their strategic objectives to reflect changing global realities. Key priorities included accelerating economic ties, particularly the early conclusion of a Free Trade Agreement (FTA), and enhancing collaboration on defence and security, especially in cyber security, counterterrorism, and regional stability.
One area of growing collaboration between India and the UK is defence technology. While the dialogue did not directly result in new agreements, the two countries acknowledged the recent Statement of Intent (SoI) signed between them focused on developing Electric Propulsion Systems. Announced during the third meeting of the India-UK Electric Propulsion Capability Partnership in Portsmouth, UK, this agreement marks a significant step in their growing defence ties. It aims to integrate advanced electric propulsion systems into India’s naval platforms, with the potential to revolutionize maritime operations and drive technological innovation in the defence sector.
The dialogue also included discussions on a wide array of global and regional issues. Both sides reiterated their shared vision for peace, stability, and prosperity in a free, open, and inclusive Indo-Pacific. In this context, they exchanged views on maritime security and the evolving security situation in the region.
Looking to the future, the two sides agreed that the third edition of the 2+2 dialogue would take place in the UK in 2025. This dialogue, along with the ongoing defence and technological cooperation, reflects the growing strategic partnership between India and the UK, particularly in areas of defence innovation and regional security.
At the second India-UK 2+2 Foreign and Defence Dialogue held on December 3, 2024, the Indian delegation was led by Piyush Srivastava, Joint Secretary, Europe West, Ministry of External Affairs, and Vishwesh Negi, Joint Secretary, International Cooperation, Ministry of Defence.
