IAS officer Rinku Dugga, who was transferred out of Delhi last year for emptying a stadium of athletes for walking her dog, has now been compulsorily retired by the government, according to an Indian Express report.

A decision to this effect has been taken based on the officer’s career record.

Dugga (54), a 1994-batch AGMUT cadre officer, was currently posted as Principal Secretary, Indigenous Affairs in Arunachal Pradesh. Her husband, Sanjeev Khirwar, also a 1994-batch IAS officer, is posted in Ladakh.

Khirwar was also transferred from Delhi last year along with Dugga and both were given postings in different states.

“Yes, orders have been issued compulsorily retiring Dugga based on her track record. Dugga was retired under Fundamental Rules (FR) 56(j), Rule 48 of Central Civil Services (CCS) Pension Rules, 1972. The government has the right to retire any government servant if it is of the opinion that it is in the public interest to do so,” a government official was quoted as saying by the Indian Express.

In May last year, it was found that IAS couple Sanjeev Khirwar and Rinku Dugga were forcing athletes to finish their training early at Thyagraj Stadium so that they could bring their dog to the facility for daily evening walks.
