Delhi Assembly Session 2025: As the standoff over Bihar electoral roll revision continues in Parliament, the Delhi assembly is gearing up for a stormy session today (Monday). What’s noteworthy is the fact that this is going to be the first paperless session and third under CM Rekha Gupta. As per the official schedule, the first day of the session will see the government introducing Delhi School Education Bill. It is also likely to present two reports by the Comptroller and Auditor General (CAG) on how the previous government performed.

Delhi School Education Bill: Fee hike regulation in focus

State Education Minister Ashish Sood will be tabling the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025, in the state Assembly today.

The bill is meant to decide how private schools in Delhi will set the criteria for increasing their fees. It aims to make the process clear and fair, protect parents’ interests, and create a proper system to handle complaints.

As per the Cabinet-approved order passed on April 29, the bill includes tough penalties for schools that raise fees without valid reasons.

For the first offence, schools can be fined between Rs 1 lakh and Rs 5 lakh. If they break the rule again, the fine can go up to Rs 10 lakh. If a school does not return extra fees within the given time, the fine will be doubled after 20 days, tripled after 40 days, and will keep increasing every 20 days.

If schools continue to break the rules, those in charge could be banned from holding official posts and stopped from suggesting any future fee increases.

Rekha Gupta to present 2 CAG reports

Delhi CM Rekha Gupta is anticipated to present two CAG reports during the Assembly session. While one talks about Delhi’s finances for the year 2023-24, the other looks at the welfare of construction and building workers for the year ending March 31, 2023.

Naturally, the debate is expected to heat up as AAP will try to debate the data as and when presented by the Delhi CM. In earlier sessions too, the BJP government had shared CAG reports, accusing the previous Aam Aadmi Party government of poor management when it was in power in Delhi.
