On June 17, 2024, the Ontario government issued 106 targeted invitations to apply to potential candidates in the Expression of Interest system pool who may qualify for the Early Childhood Educators and Assistants under the Employer Job Offer: Foreign Worker stream.

The Ontario government on June 17, 2024, also issued 84 targeted invitations to apply to potential candidates in the Expression of Interest system pool who may qualify for the Early Childhood Educators and Assistants under the Employer Job Offer: International Student stream.

Foreign Worker stream gives foreign workers with a job offer in a skilled occupation the opportunity to apply to permanently live and work in Ontario. Your job offer must be in a skilled occupation at TEER (Training, Education, Experience and Responsibilities) category 0, 1, 2 or 3 of the National Occupational Classification (NOC). This stream is open to foreign workers in and outside of Canada.

The International Student stream gives international students with a job offer in a skilled occupation the opportunity to apply to permanently live and work in Ontario. Your job offer must be in a skilled occupation at TEER (Training, Education, Experience and Responsibilities) category 0, 1, 2 or 3 of the National Occupational Classification (NOC). This stream is open to international students inside and outside of Canada. Work experience is not a mandatory criteria under this stream. 

One may apply to both of these streams if they have received an invitation to apply on June 17, 2024.

Employer Job Offer Foreign Worker stream – How to apply

Review the Employer Job Offer: To qualify under the Employer Job Offer: Foreign Worker stream, you must have a job offer in Ontario from an employer that meets the following requirements.

Review the document checklist to ensure you have the mandatory documents. When applying to the Foreign Worker Stream of the OINP you need to scan and upload copies of the mandatory documents with your application such as applicant consent form, identity documents, status documents in Canada, employer documents and job offer documents etc.

Log in to the OINP e-Filing Portal and click the newly created file number with the prefix JOFW. Your new application file number is different than your EOI file number. The EOI file number (EOI-JOFW-XXXXXX) will be greyed out; this is not an error.

Employer Job Offer International Student stream – How to apply

  • Review the Employer Job Offer: To qualify under the Employer Job Offer: International Student stream, you must have a job offer in Ontario from an employer that meets the specific requirements.
  • Review the document checklist to ensure you have the mandatory documents.
  • Log in to the OINP e-Filing Portal and click the newly created file number with the prefix JOIS.
    Your new application file number is different than your EOI file number. The EOI file number (EOI-JOIS-XXXXXX) will be greyed out; this is not an error.

Program Update – Employers with Mobile Workers

The Ontario Immigrant Nominee Program (OINP) has updated its Employer Guide and related Employer Job Offer stream information to clarify the minimum number of employees that an employer must have when the employer employs mobile workers. This includes, as an example, employers in the construction industry with workers who work at more than one “job” location.

The updated OINP guidance makes it clear that when an employer employs a mobile workforce, the minimum number of employees the employer must have at the location where the applicant will work or report to work can include both:

Employees who work at that location
Employees who report to work at that location

‘Report to work’ location means either:

  • The location where the applicant’s immediate supervisor or manager works, or
  • The location of the administrative office where the applicant will receive work assignments
  • The minimum number of employees for the report to work location remains 5 if the applicant will report to work at a location in the Greater Toronto Area, and 3 if the applicant will report to work at a location outside the Greater Toronto Area.
