India and Japan are set to engage in a critical 2+2 Ministerial Dialogue in New Delhi, marking the first such high-level meeting between the two nations since September 2022. This dialogue, involving the foreign and defence ministers from both countries, is expected to deepen bilateral cooperation, particularly in defence and security, as the two nations seek to strengthen their strategic partnership in the Indo-Pacific region.

As reported by FinancialExpress.com previously, in the meeting scheduled to take place between Aug 19-21, Yōko Kamikawa, Minister of Foreign Affairs of Japan and Minoru Kihara, Minister of Defence of Japan are expected to be in New Delhi. They will meet their Indian counterparts: Defence Minister Rajnath Singh and External Affairs Minister S Jaishankar.

Expected Agenda

The forthcoming meeting is poised to focus on expanding collaboration in defence equipment and technology, building on the foundations laid during previous discussions.

According to a report in Nikkei Asia, a significant highlight of this dialogue will likely be the announcement of a new defence deal in which Japan will supply advanced naval ship antennas to India. These antennas, developed by Japanese companies including NEC, are currently deployed on Japan Maritime Self-Defence Force’s cutting-edge escort vessels. Known for their capability to detect missile and drone movements rapidly, these antennas are expected to enhance India’s maritime defence capabilities.

This deal marks a significant step in Japan’s defence export policy, which has been cautious since the country lifted its ban on such transfers in 2014. If confirmed, it would be only the second time Japan has exported fully assembled defence equipment, following the radar systems provided to the Philippines last year, stated the Nikkei Asia report. The anticipated agreement underscores the growing strategic partnership between India and Japan, which is increasingly focused on ensuring stability and security in the Indo-Pacific region.

The use of the same advanced equipment by both nations will facilitate smoother information sharing and more effective joint defence exercises, particularly with other Quad members, the United States, and Australia. This alignment is seen as crucial in deterring potential threats in the region, particularly in the context of rising tensions related to Russia’s invasion of Ukraine and China’s expanding military presence.

Beyond the immediate implications for defence, this deal is also expected to contribute to India’s ongoing efforts to diversify its defence procurement sources, reducing its historical reliance on Russia. According to the report, the Japanese-made UNICORN antennas, which feature a stealthy horn-shaped design housing multiple sensors, represent a new chapter in India’s defence modernization and its broader strategic alignment with Japan.

Additionally, the dialogue will address other key aspects of bilateral relations, including enhancing the frequency and quality of joint military exercises. Both nations are expected to reaffirm their commitment to maintaining an international order based on the rule of law, a principle that underpins their growing collaboration.
