After claiming the scalp of former Maharashtra chief minister Ashok Chavan over the Adarsh Society scam, the Opposition has trained its guns on telecom minister A Raja over the 2G spectrum scam of 2008.
This time, the government will find it extremely difficult to save the minister thanks to the impending barrage of indictments by several agencies.
The BJP stalled both Houses of Parliament demanding a joint parliamentary committee investigation into the spectrum scam and the Commonwealth Games. ?We have no faith in the Central Bureau of Investigation (CBI) and the Central Vigilance Commission (CVC) any more,? said senior BJP leader and Public Accounts Committee (PAC) chairman Murli Manohar Joshi. Meanwhile, Joshi?s PAC is investigating acts of omission and commission in the allocation of 2G spectrum, which too has been stalled since the CAG report has not been tabled yet.
On Wednesday, Comptroller and Auditor General (CAG) Vinod Rai confirmed that the agency had submitted its report to the government.
?Yes, we have submitted the final report to the government. I cannot disclose the findings of the report. It is up to the government when it will be tabled in Parliament … may be within a fortnight or it may take long.?
The current CVC is former telecom secretary PJ Thomas, whose appointment was opposed by the BJP, which alleged that he used his ministry tenure to cover up the spectrum scam. On November 15, the Supreme Court will hear a petition filed by an NGO that the court monitor the spectrum case, which could make matters worse for the government. At the last hearing, the court had severely criticised the CBI for dragging its feet on the case more than a year after registering the case. It had even expressed anguish at the continuance of the same minister (Raja) in office.
The CBI’s defence has weakened after the CAG stepped in much later and completed its report on the spectrum scam, while the CBI is still to conclude its investigation. The government is also bound to face embarrassment over the public interest litigation filed against Thomas’ appointment in the Supreme Court and the court asking for the relevant files to examine whether rules were followed in the appointment. ?For the last three months, the government has been dragging its feet on the matter; we demand that the report be tabled. It has been reported that a scam of around Rs 1,76,000 crore is implicit in the allocation of the 2G spectrum and that the Prime Minister’s Office is also implicated in the matter,? Joshi told FE. ?We have to perforce wait for the CAG report on the matter before finalising the PAC report, and we object to the government’s stalling tactics,? he said.
Official sources said that Prime Minister Manmohan Singh was told by investigating agencies that the reports will be embarrassing for the government. Sources also confirmed that the CAG report might be tabled at the end of the Winter Session. This, however, may prove counter-productive as the Opposition has declared its intention to stall both Houses of Parliament till its demand for a JPC was met.
