Haryana has initiated the process of registration of developers of small-scale solar photo voltaic (SPV) rooftop power plants to be included under the national solar mission (NSM).
As per the proposed guidelines for small solar power plants, connected to 11 kv grid under the national solar mission, projects commissioned on or before March 31, 2013 (up to a maximum of 100 mw) will only be eligible for incentive under phase I.
Registration of the developer with the state renewable energy development agency is necessary to become a part of generation-based incentive scheme. The Indian Renewable Energy Development Agency (IREDA) is expected to invite applications from the developers from June this year under the generation-based incentive scheme.
Only those developers can apply who will be pre-registered with the state. Then the projects will be allocated up to 100 mw and they should be commissioned by March 31, 2013.
Apprising FE about the process, a senior official of Haryana Renewable Energy Development Agency (Hareda) said two types of solar power projects will be included under the NSM. These include large capacity (above 3 mw) projects and small scale (up to 500 kw and 1mw-3mw) connected to the grid. ?We have already moved four proposals under the large capacity category. The decision is awaited from the ministry of new and renewable energy (MNRE) related to their migration under the NSM,? he said.
?For large-scale projects the state utilities will buy power from the NTPC Vidyut Vyapar Nigan (NVVN) at annual tariff fixed by Central Electricity Regulatory Commission (CERC).
But the state utilities will directly purchase power from the developer of the small-scale projects at tariff fixed by Haryana Electricity Regulatory Commission (HERC). We have moved application to the MNRE seeking approval for fixation of tariff by HERC under the small-scale SPV rooftop scheme,? he added.
