The government has started work on a new phased manufacturing programme (PMP) that will increase the share of domestically produced components in electric vehicles (EVs).

According to sources, the new programme’s guidelines are for those manufacturers that would participate in the proposed Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles (FAME-III) subsidy scheme, which is likely to launched later this year.

“A four-member team consisting of representatives from department of heavy industries, Automotive Research Association of India, and other organisations has been constituted to frame the new programme,” sources said.

Sources said that the new programme will be more stringent than the earlier version as it will reduce imports of components used in the manufacturing of EVs.

Besides, the new PMP will mandate the manufacturing of non-critical components domestically.

Under the proposed guidelines, the number of critical components has been brought down from 18 to 12.

These components include electric compressors for HVAC (heating, ventilation, and air conditioning), electric compressors for brakes, AC charging inlets, DC charging inlets, traction battery packs, DC-to-DC converters, electronic throttles, and vehicle control units, among others.

“This time in the PMP, the localisation scrutiny guidelines have been clearly mentioned so as to detect any violations of the proposed norms,” source said.
