The Airports Economic Regulatory Authority of India (AERA) has announced the User Development Fee (UDF) for Navi Mumbai International Airport (NMIA). Departing domestic passengers will now be charged Rs 620, while departing international passengers will pay Rs 1,225.

AERA issued the tariff order on Wednesday for the airport’s first regulatory period (2025-2030). It also includes costs for arriving passengers. While the incoming local travellers will be charged Rs 270, incoming foreign passengers will have to pay Rs 525, a PTI report said.

Navi Mumbai International Airport, run by Navi Mumbai International Airport Ltd (NMIAL), a joint venture of Adani Group and CIDCO, was opened in October 2025 and commercial operations commenced on December 25 last year.

UDF lower than the airport operator’s proposal

The accepted prices were lower than the tariff suggested by the airport operator, AERA said.

“The User Development Fee (UDF) for departing domestic passengers for 2026-27 has been fixed at a reasonable level of Rs 620 per passenger as against the UDF of Rs 742 per passenger proposed by the airport operator,” the regulator told PTI.

Likewise, the UDF for leaving international travellers was fixed at Rs 1,225 against the proposed Rs 1,467.

According to AERA, the costs would increase steadily every year to 2029-30. Departing domestic fliers are projected to see the UDF rising to Rs 738 by the conclusion of the first control period, while international departing travellers may have to pay Rs 1,459.

Why are airport fees high?

Greenfield airports usually charge more in the first years due to the large upfront investments and lesser passenger flow as compared to older airports, the regulator said.

AERA also stated it moved forward 11.32 per cent of the Average Revenue Requirement (ARR) to the following tariff cycle from 20230 to 2035 to decrease rates for passengers and airlines.

Airport traffic to increase sharply

In the following months, the airport is predicted to experience a massive growth in passenger and flight traffic. The Adani Group-run airport may handle over 50,000 passengers a day, nearly 380 flights a day by the end of 2026, the PTI report said.
