Green signal for largest FDI: The two projects which have been greenlit for foreign direct investment (FDI) involve manufacturing of 1,000 diesel locomotives and 800 electric locomotives over the next 11 years. They are among the top 8 infrastructure projects being monitored by the Prime Minister’s Office.

Tweet: Sensible approach by Maha Govt to consider gas-fired Dabhol power station as a back-up for its Renewable Power off-take program.

Powering up a pragmatic plan: Maharashtra is planning to enhance installed capacity for renewable energy to 21,100 MW over next 5 years, from 6,700 MW at present. Dabhol’s power station would provide the fall-back capacity needed for the renewable energy program.

Tweet: Easier FDI conditions in Construction appreciated. Eases floor area & minimum capitalisation requirements. Friendlier lock-in provisions.

Tweet:  Welcome boost. FDI conditions eased in aviation. 100% FDI now allowed for charter operators & ground handlers. 49% for Regional Airlines.

A thumbs up for FDI reforms: In a bid to give the realty sector a boost, the government has eased rules for foreign investors to exit and repatriate their investments. The aviation sector, too, has benefited from an easing of FDI norms and analysts expect this will see a number of foreign players entering the market.

Tweet: Nat Inv & Infra Fund taking shape. Governing Council formed with FM as head. Others r SBI Chairperson, Secy – DEA, Secy – Fin Services.

NIIF gets a governing council: A Governing Council headed by FM Arun Jaitley will be in charge of the National Investment and Infrastructure Fund (NIIF). The Union Cabinet had approved the creation of NIIF with a corpus of Rs 20,000 crore for development of new and stalled infrastructure projects and particularly for participating in PPP ventures.

Tweet: Truckers now allowed to “officially” load more than 5% more than prescribed. Apparently some bulk & oversize cargo cannot be cut to size !

Overloading overtures: The road transport ministry has proposed to exempt vehicles carrying excess load up to 5% of the gross vehicle weight from paying a hefty fine. However, given the fact that overloading not only leads to deterioration of roads but also increases the risk of accidents, the onus is now on truckers to ensure that they follow safety norms.

Tweet: Relaxations proposed for aircraft MRO (Maint, Repr & Overhaul) in draft civil av policy places India on par with international options.

MRO sector gets a boost: In a bid to make India a hub for Maintenance, Repair and Overhaul in Asia, the draft policy has proposed zero service tax on output services. Aircraft maintenance tools will be exempted from custom duty, tax-free storage period of spare parts imported by MROs will be extended for three years, and procedure for custom clearance will be simplified. Moreover, MRO, ground handling, cargo and ATF at the airport will get the benefit of ‘infrastructure’ sector.

Tweet: New Delhi Municipal Council to send a group of ‘Safai Karmcharis’ (sweepers) to Japan & SKorea to learn sanitation, waste disposal et al.

Mission motivation: NDMC is sending a 10-member group consisting of 4 safai karmcharis, 3 beldars, a sanitary inspector, a junior engineer and a director-level officer. The effort is also aimed at boosting the morale of the ground level staff. .

Tweet: More confusion on 2nd airport in NCR. Civ Av Min reportedly clears Bhiwadi in Rajasthan over Jewar in Gr Noida. TransYamuna makes more sense.

NCR to get a second airport … in Rajasthan!
Jewar in Greater Noida appears to have lost out to Bhiwadi as the location for the National Capital Region’s second airport. Aviation analysts appear to concur that a location around Greater Noida would be preferable.
