The Election Commission, upon the Supreme Court’s order, published the list of 65 lakh names which were deleted from the electoral rolls in the first phase of the special intensive revision (SIR). The list includes the names, EPIC numbers, and gender of voters, along with the reasons for their deletion. The most common reasons cited are “relocation” and “death”. Other reasons include “absent” or “repeated entry”.

The list has been published on the websites of the Chief Electoral Officer, Bihar, and all District Election Officers of the State of Bihar. One can either visit the website and search for the voter(s) using EPIC names or download the booth-wise list. 

When one visits the website, a message displayed in Hindi reads: “List of voters whose names were on the Bihar electoral roll until 2025 but are not included in the draft roll dated 01.08.2025.” Below it, one gets the option to choose the district.

“With the assistance of Booth Level Agents appointed by political parties, other village-level representatives, and officials, the BLO has prepared the following list of voters whose enumeration forms were not received. Any dissatisfied individual may submit their claim along with a copy of their Aadhaar card,” another message reads after you choose your district.

Once you select your district, the next page gives you the option to either search by EPIC number or download the list by Assembly and Part number.

EC uploaded all the lists on the website on Sunday evening.

Bihar CEO Vinod Singh Gunjiyal said in a statement, “In light of the interim order passed by the Hon’ble Supreme Court on 14.08.2025…, it is hereby notified that the list of such electors whose names were included in the Electoral Roll of the year 2025 (before the draft publication) but are not included in the draft roll published on 01.08.2025, along with reasons (Deceased/Permanently Shifted/Absent/Repeated Entry), has been published on the websites of the Chief Electoral Officer, Bihar, and all District Election Officers of the State of Bihar.”

The decision follows an August 14 SC order directing EC to disclose details of 65 lakh voters removed from the draft rolls, along with reasons for their exclusion, to ensure greater transparency. The bench, comprising Justices Surya Kant and Joymalya Bagchi, set August 19 as the deadline for publishing the data and instructed the ECI to submit a compliance report ahead of the next hearing on August 22.
