The government has imposed penalties of ₹2,732 crore on contractors and concessionaires for delays in National Highway projects, with ₹780 crore already recovered. 1,187 projects are still under construction, excluding those facing termination. NH-39 in Madhya Pradesh faced repeated contractor failures and had to be re-awarded on the EPC model.
