7th Pay Commission Report: Cabinet approves modifications in pay structure, pay matrices

The Union Cabinet, chaired by PM Modi, recently approved important proposals relating to modifications in the 7th CPC (Central Pay Commission) recommendations on pay structure and revision of the three pay matrices in the course of their implementation.

The Cabinet has now approved further modifications in the pay structure and the three Pay Matrices, i.e. Civil, Defence and Military Nursing Service (MNS).

The Union Cabinet, chaired by PM Modi, recently approved important proposals relating to modifications in the 7th CPC (Central Pay Commission) recommendations on pay structure and revision of the three pay matrices in the course of their implementation.

The Cabinet, while approving the 7th CPC recommendations for their implementation on 29th June, 2016, had made two modifications in the Defence Pay Matrix as under:

(a) Index of Rationalisation (IOR) of Level 13A (Brigadier) may be increased from 2.57 to 2.67.
(b) Additional 3 stages in Levels 12A (Lt. Col.), 3 stages in Level 13 (Colonel) and 2 stages in Level 13A (Brigadier) may be added.

The Cabinet has now approved further modifications in the pay structure and the three Pay Matrices, i.e. Civil, Defence and Military Nursing Service (MNS). The modifications are listed below:

(i) Defence Pay Matrix has been extended to 40 stages similar to the Civil Pay Matrix: The 7th CPC had recommended a compact Pay Matrix for Defence Forces personnel keeping in view the number of levels, age and retirement profiles of the service personnel. The Ministry of Defence raised the issue that the compact nature of the Defence Pay Matrix may lead to stagnation for JCOs in Defence Forces and proposed that the Defence Pay Matrix be extended to 40 stages. The Cabinet decision to extend the Defence Pay Matrix will benefit the JCOs who can continue in service without facing any stagnation till their retirement age of 57 years.

(ii) IOR for Levels 12 A (Lt. Col. and equivalent) and 13 (Colonel and equivalent) in the Defence Pay Matrix and Level 13 (Director and equivalent) in the Civil Pay Matrix has been increased from 2.57 to 2.67: Variable IOR ranging from 2.57 to 2.81 has been applied by the 7th CPC to arrive at Minimum Pay in each Level on the premise that with enhancement of Levels from Pay Band 1 to 2, 2 to 3 and onwards, the role, responsibility and accountability increases at each step in the hierarchy. This principle has not been applied in respect of Levels 12A (Lt. Col. and equivalent), 13 (Colonel and equivalent) and 13A (Brigadier and equivalent) of Defence Pay Matrix and Level 13 (Director and equivalent) of the Civil Pay Matrix on the ground that there was a disproportionate increase in entry pay at the level pertaining to GP 8700 in the 6th CPC regime. The IOR for Level 13A (Brigadier and
equivalent) in the Defence Pay Matrix has already been revised upwards with the approval of the Cabinet earlier. In view of the request from Ministry of Defence for raising the IOR for Levels 12 A and 13 of the Defence Pay Matrix and requests from others, the IOR for these levels has been revised upwards to ensure uniformity of approach in determining the IOR.

(iii) To give effect to the decisions to extend the Defence Pay Matrix and to enhance the IORs, the three Pay Matrices – Civil, Defence and MNS – have also been revised. While doing so, two calculation errors noticed in the MNS Pay Matrix have also been rectified.

(iv) To ensure against reduction in pay, benefit of pay protection in the form of Personal Pay was earlier extended to officers when posted on deputation under Central Staffing Scheme (CSS) with the approval of Cabinet. The benefit will also be available to officers coming on Central Deputation on posts not covered under the CSS.

              This is a total rubbish commission. I wd simply call it a game of chairs for the fun of chairs. Senseless I don't understand if they don't feel ashamed of wt they do..?? Their basics starts with shirt. E.g. multiplication factor funds,( u set it to some 2.57) now one person who was getting rs 10000/- basic now he will have rs 25700/- okay. And one who was getting rs 80000/- already will now get around rs 200000/- enhanced and higher allowances too. Hudd hai yaar, moreover their multiplication factors also enhanced to 2.67. Multiply to theek hai but yaar finally ho kya rha hai ye b to dekho. In IAF a technician works in SQN for atleast 15-18 hours a day I repeat atleast can b sent anytime anywhere . Going to duty early mornings at 0300 hrs sometimes 0430 hrs . And at this time the public and these higher paid employees are taking y dreams with Katrina kaif . Where such workers should get smthing high or good their tech allowances are also seized. May I plz get any ANSWER...?

                  Agr galti modi Saab ki nhi hai to kisi hai. Kaun hai PM ,who will look into these matters.? Andhe hain kya wo ? You think he don't know wt he is signing? He knows everything and nothing is out of his reach. Moreover nothing can b framed out of his boundaries. We totally feel narendra modi responsible for this blow to forces. And it is promised that forces will take good care of modi ji and BJP whenever they get the game . And days are not so far now . Take it in black and white ORs will b literally crying after 2-3 yrs . This commission is for next 10 yrs n with this rate u are not left with any other options other than crying.

                      Vide Para 5 (3)(v) of the Notification for Jawans of the Army and also under similar paras of notifications for Navy and Air Force Personnel, X Group Pay has been omitted for calculation of Pension contrary to previous CPCs where X Group Pay was taken into account for calculation of pension etc. This is a very severe blow to X Group personnel because the net effect would be that instead of any increase due to the 7th CPC, the net result would be less pay and pension than 6th CPC. I retired from Army on 31 Dec 17 after 30 years of service and my pension and retirement benefits like Commutation of Pension, Gratuity and Encashment of Leave were paid to me duly taking into account the X Group Pay (Rs 3150/- incl DA). Due to the 7th CPC Orders, forget any increase in retirement benefit, I and facing a bleak future - huge recovery due to omission of the X Group Pay. Thank you very much Modiji and all the authorities for this deathly blow and left us for begging on the street.

                        Sir, Pl go thorough the values placed at level 7, 8, and 9 .Exactly same values are put in all three columns so there is no meaning of changing the level as value remains same. Instead of shifting level personnel may be given promotional increments in the same level as level change doesnt acrue any financial benefit like other levels. Further, promotions from Nb Sub. To. Sub Maj doesn't acrue any other kind or cash benefit,considering the hurdles an individual has to cross to get promotions from Nb Sub to Sub Maj I understand to maintain dignity of Rank they need a better reward as per rank than what is given. Otherwise grade pay may be re introduced to maintain dignity of Ranks.

                          Sir, In pay commission Report every step I find JCO/OR are they equal, if so how they are given responsibility to groom /lead/induce patriotism /discipline ORs. I understand defence service consists of for cadre of people Offrs, JCOs, ORs, NCEs. If I am right then JCOs deserve a higher MSP than ORs.If it is said service conditions are same for both then I would urge it is same for all uniformed personnel so MSP should be same for all Ranks.I fail to justify higher MSP for MNS who do not fire a single bullet.

                            Dear SK Dasad, U hv just demonstrated a very common tendency of human nature. Being an advocate for self nd a judge for others. How simply u just said that MNS core is worthless when entire world is talking abt women empowerment. A male officer can have his entire family on all the postings whereas a lady officer of MNS has a lot of family constraints due to which they have to move alone on their postings. U don't even have an idea of the pain of a mother and a wife who lives away from her family for the sake of their duty. As far as the duties are concerned let me tell you that an MNS officer takes care of multiple wards all alone without any support. For an instance, Even a small MH has 15 beds in ICU, which means she has to keep her eyes on all 15 critical patients simultaneously.BH or R&R have more than 50 beds in one single ward. Lastly I would like to say that you should be fighting for what u don't have rather than pointing on what others have in their plate. Jai Hind

Even medical officer never fired a single bullet, the bureaucrat who is ru entail MO Defense never fired a single bullet, still they are part of 7th pay commission. The MNS officers who posted from Ranikhet to Andaman, who is giving their good time for serving the nation.

                                Let army run the hospital for few hours without the MNS and see. The plight is that today they want to take out work from the MNS and nobody is bothered about their welfare this mother india where woman are treated with respect, the only core and the vast woman core MNS in india are deprived of their benefits.Even a civilian working in the three services enjoy better benefits. Even the medical officers for whom we do our best for the patients doesn't speak for us. In that case they shouldn't give us posting and give us 8 hrs shift duties so that we are not used like donkeys and get nothing. Why our families should suffer. We are somwhere leaving our kids and family somewhere. This is not for good. Most of the MNS are leaving and going .The day is not far when we all leave this service and all the service hospital run by male nurses and none of the patients will turn back. It is going to affect the treatment of any officer or jawans wives ,mother or daughter.

                                    What kind of pay commission is this that the multiplication factor of higher levels have been increased thus creating more difference between the pay of the Jawan and that of an officer who just sits in the comfort of his air conditioned room and only signs on papers while the Jawan works 24 7 in the hot sun. There is such a gap in MSP and all the urances that such flaws would be addressed to have gone down the drain. This was at least not expected from you Modiji.

                                      The entire excercise very conviniently glosses over the fact that X Group pay for Tecynical airmen soldiers and sailors have been removed from pension calculation unlike it was earlier...therefore they the actual personnel who keep the aircraft flyworthy, the ship.sea.worthy and the gun's and tanks fit for use have been given a raw deal...at the cost of others.. fact only by taking away the portion of pay I. e. X group pay has the GOVT given the benefits to civilians whose pension has been given OROP effect, Officers who have been given increased multiplier rate ......because they neither have a union to.represent them nor have the officers bothered to look after their subordinates en lements....SHAME SHAME..SHAME...pls refer notification for PBORS Para 5 (3)(v). pls forward...
