Parliament Winter Session 2023 Live Updates: On Day 13 of the Winter Session on Wednesday, the Lok Sabha passed three Bills – the Bharatiya Nyaya (Second) Sanhita, 2023, the Bharatiya Nagarik Suraksha (Second) Sanhita, 2023 and the Bharatiya Sakshya (Second) Bill, 2023 – that seek to replace the existing Indian laws – Indian Penal Code (IPC), Code of Criminal Procedure (CrPC) and Indian Evidence Act. The Bills were earlier amended following discussions by the Parliamentary Committee. The Bill was introduced in Parliament by Union Home Minister Amit Shah on December 12.
The Parliament also witnessed a ruckus amid Opposition leaders’ protests and sloganeering. As of Tuesday, 141 Opposition MPs from Lok Sabha and Rajya Sabha have been suspended for “disorderly” conduct. Two more MPs, namely Thomas Chazhikadan and AM Ariff, both from Kerala, were suspended for the remainder of the Parliament’s Winter Session. The two suspensions on Wednesday take the tally of MPs suspended from Parliament to 143. While 97 of the 139 Opposition MPs have been suspended in Lok Sabha, their count in the Rajya Sabha also fell below 100 after the suspension of 46 MPs.

The Telecommunication Bill, 2023 has been taken up for consideration and passing in Lok Sabha.
Three bills to replace the Indian Penal Code, Code of Criminal Procedure and Indian Evidence Act were passed by Lok Sabha.
The three bills are:

Home Minister Amit Shah said that the new criminal law bills are in consonance with the spirit of the Constitution and have been brought keeping in mind the well-being of the people of the country.
He further said that the new legislations will replace British-era laws.

The Central Goods and Services Tax (CGST) Bill is in consideration for passing in Rajya Sabha.
Speaking in Lok Sabha, Home Minister Amit Shah said that now there will be 531 sections in Code of Criminal Procedure (CrPC )which was earlier 484. There have been changes in 177 sections while 9 new sections have been added..."

NDA MPs in the Upper House stood up in solidarity with Chairman and Vice President Jagdeep Dhankhar after TMC MP Kalyan Banerjee mimicked him yesterday.
A day after a video clip of TMC MP Kalyan Banerjee ostensibly mimicking Vicd President Jagdeep Dhankhar went viral, he said, "If he (Dhankhar) has taken this on his shoulder I am completely helpless. Does he really behave like this in Rajya Sabha? That’s my question. I have never had any intention to hurt anyone. Mimicry has been done also by the honourable PM in Lok Sabha between 2014-2019. But no one has taken it seriously.”

After the suspension of 141 Opposition MPs during the ongoing Winter Session - 95 from Lok Sabha and 46 from Rajya Sabha - the Lok Sabha Secretariat issued a circular for the suspended MPs, barring them from entering the Parliament chamber, lobby and galleries.
"As a result, the following consequences arise from their suspension and remain in force during the period of suspension: they cannot enter chambers, lobby and galleries. They stand suspended from sittings of Parliamentary Committees of which they may be a member, no item is put down in the List of Business in their name," read the Lok Sabha circular.
Expressing dissatisfaction with the disrespectful treatment of the Vice President within the Parliament complex, President Murmu tweeted on the mimicry of Jagdeep Dhankhar by a TMC member.

On Tuesday, 49 more Lok Sabha opposition MPs including Supriya Sule, Danish Ali, Manish Tewari, Shashi Tharoor, among others were suspended for the remainder of the winter session. With this, a total of 141 opposition MPs from both Houses have been suspended so far.
