» Make FM spectrum public too....

Have an FM spectrum for the exclusive use of citizens as well. There are already a plethora of cost-effective communicating devices that can operate on FM. If low power transmission is also allowed by citizens, all the private players will have to either substantially increase their quality of transmission or get ready to pack their bags and leave - without radiating the environment any further. Why, rural people would be most ideally placed to make use of FM communication (urban collisions would be plenty) - why should there be a mobile switching station at all, if, most of the calls happen to be local and are well-beyond the means of an average rural citizen. India also belongs to her, and she should also be given a chance to build on her dreams !! Why should the mobile switching companies be allowed to plunder the wealth of the rural poor and increase their miseries ? A mere allocation of FM spectrum is enough. The rest will be taken care by the mobile equipment manufacturers and premier technological institutes. After all, which technologist wouldn't like to see a flourishing rural world with most cost-effective solutions with no intermediaries who are waiting to charge for their communication !!
