American tourists have long flocked to Portugal for its sun-soaked beaches, historic cities, and vibrant culture. But now, a growing number are looking to do more than just visit—they want to stay.

A new report from Expatsi, a travel company that assists people planning to emigrate, reveals that Portugal is the top choice among Americans considering a move abroad. The company surveyed over 116,000 U.S. citizens through a detailed 20-question assessment factoring in climate preferences, budget, language, and lifestyle. The findings align with a broader trend of rising interest in relocation. Nearly 20% of Americans are reportedly contemplating emigration, spurred by political dissatisfaction, lifestyle changes, and the desire for greater stability. The Expatsi survey also found that the top motivation for leaving the U.S. was a desire for “adventure, enrichment, or growth,” followed closely by political reasons, including frustration with rising ultraconservatism and national division.

Portugal’s popularity among would-be expats comes amid record-breaking tourism numbers. According to data from the National Statistics Institute cited by Reuters, more than 140,000 Americans visited the country in November 2023 alone—a new monthly high. The other countries that Americans are keen to settle down include, Spain, United Kingdom, Canada, Italy, Ireland, France, Mexico, New Zealand, and Costa Rica

Experts point to several factors fueling Portugal’s rise as a relocation hotspot. The country ranks seventh on the 2024 Global Peace Index, offering a safe and politically stable environment. Healthcare is another major draw. Portugal’s public health system offers comprehensive services, including free treatments such as IVF, while its private sector remains affordable and accessible—something virtually unheard of in the U.S. The country also offers a lower cost of living, especially in expat-friendly regions like the Algarve, where expenses are often a third of what Americans would pay back home.

Retirees, in particular, are eyeing Portugal as a long-term base. The country was ranked second globally in the 2024 Annual Global Retirement Index, and first in Europe. Its mild climate, stunning coastlines, and welcoming expat communities make it an ideal destination for those looking to enjoy their later years abroad.

Portugal’s inclusive values are also a major factor. With strong anti-discrimination laws and marriage equality, the country is widely regarded as one of the most LGBTQ+ friendly in the world. Many American and British same-sex couples have already made Portugal their new home. Language barriers are minimal too. Portugal ranks eighth globally in English proficiency, making it easier for Americans to adapt without needing fluency in Portuguese.

On the legal front, Portugal offers flexible visa pathways—including the Golden Visa for investors, the D7 Visa for retirees, and the D8 for digital nomads. Residency also opens the door to free healthcare and education, and after five years, citizens become eligible for Portuguese—and therefore EU—citizenship, unlocking the right to live and work across 27 European nations. For those considering a permanent move, early planning steps such as obtaining a NIF (tax number) and opening a local bank account are increasingly important as demand surges.
