India’s trade defence arm Directorate General of Trade Remedies (DGTR) has recommended imposition of anti-dumping duty of up to $707 per metric tonne on import of Poly Vinyl Chloride (PVC) Resin Paste Resin from China and five other countries.
The duties recommended start from $89 per metric tonne and other countries from whom imports would be subject to anti-dumping duty are Korea, Malaysia, Taiwan, Thailand and Norway.
The decision of DGTR came after an investigation on a complaint by Indian manufacturer Chemplast Sanmar. The investigation revealed that the imports from all six countries are at “dumped prices” or lower than prices charged in the home market.
The PVC Resin paste is primarily used for manufacturing artificial leather. Other uses of the product are in the manufacturing of rexene, coated fabrics, tarpaulins, conveyor beltings, toys, automotive sealant, adhesives, and gloves.
Apart from exporters and importers some user industry companies had opposed the imposition of duties at the investigation stage citing lower local production, hike in costs for Micro Small and Medium Enterprises. Imports of PVC paste resin were $82.9 million in April-October while in 2023-24 it stood at $98.41 million.
The duties will be notified by the Central Board of Indirect Taxes and Customs (CBIC) under the Ministry of Finance.
This is the latest product on which an anti-dumping investigation has started on imports from China. In the calendar year 2024, the DGTR has initiated more than 45 anti-dumping investigations, including the review investigation.
