Parliament Winter Session Highlights: On the second day of the Parliament Winter Session, the Lok Sabha Ethics Committee is expected to table its report recommending the expulsion of Trinamool Congress (TMC) MP Mahua Moitra, over the cash-for-query allegations against her.
Meanwhile, on day one of the proceedings, Rajya Sabha passed the Post Office Bill, 2023, while the Lok Sabha cleared the Advocates (Amendment) Bill 2023. Echoes of the BJP’s recent victory in Madhya Pradesh, Chhattisgarh and Rajasthan also resounded through the session on Monda. Members of the Lower House began the session with shouts of “Modi sarkaar, teesri baar” (Modi government for the third time).

Additionally, Rajya Sabha ended the suspension of AAP MP Raghav Chadha, who was under suspension for violating procedures by recommending names of MPs to a select committee without their consent.

Asked about the Centre's reservation bill for Jammu and Kashmir in Parliament, PDP chief Mehbooba Mufti alleged that all such exercises are "illegal".
"All of this is illegal because the revocation of Article 370 (of the Constitution) was done in an illegal manner and the matter is sub-judice in the Supreme Court. When something is sub-judice, how can they make a law on it? This is illegal, they are trampling the Constitution, Parliament and the Supreme Court. They are trampling every institution of the country," Mufti was quoted as saying by news agency PTI.
During a discussion in Lok Sabha on the Jammu and Kashmir Reservation (Amendment) Bill, 2023 and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2023, Union Home Minister Amit Shah said, "How can a country have two PMs, two constitutions and two flags? Those who did this, they did wrong. PM Modi corrected it. We have been saying since 1950 that there should be 'Ek Pradhan, Ek Nishan, Ek Vidhan' (One Prime Minister, one flag and one Constitution) in the country, and we did it."
He was speaking on remarks made by TMC MP Saugata Roy on the J&K Bills.

Speaking in the House, Union minister Anurag Thakur said, "Earlier there were stone-pelting incidents in Kashmir. Today there are no such incidents. Today, not only at Lal Chowk but the Indian flag is hoisted in every lane in Kashmir."
Union Finance Minister Nirmala Sitharaman is speaking in Rajya Sabha on government action against wilful defaulters.
"Action is being taken on wilful defaulters. Banks are taking steps to get money back from these defaulters. Till 31st March 23, Rs 33,801 crores aggregate amount was recovered. Around more than Rs 15,000 crores was returned to the banks from defaulters on whom PMLA action was taken. As of 1st Dec, assets amounting to Rs 15,186.64 crores have been confiscated by the ED," she said.

At a meeting of the Business Advisory Committee, on Monday, chaired by Speaker Om Birla to finalise the week’s agenda, Opposition MPs demanded that the report be discussed before any decision is taken on the matter. Meanwhile, BJP MP Nishikant Dubey, who had first raised the allegations against Moitra, claimed on Monday that Congress leader Adhir Ranjan Chowdhury had “leaked the report”. Last week, Chowdhury had written to Lok Sabha Speaker Om Birla, underlining that expulsion was an “extremely serious punishment”.
On the second day of the Winter Session, the Rajya Sabha is scheduled to discuss the “economic situation in the country” from noon onwards.
