Five of the six accused have been detained in a major security breach that took place in the Parliament on Wednesday afternoon. The Delhi Police has registered a case under the stringent Unlawful Activities (Prevention) Act (UAPA) in connection with the breach.
The fifth accused, identified as Vishal, was detained on Wednesday evening from his residence in Gurugram where all the accused stayed a day before the incident. The sixth and the last accused, Lalit Jha, is still absconding.

According to officials, a case has been filed under IPC sections 120B (criminal conspiracy), 452 (trespass), 153 (wantonly giving provocation, with intent to cause riot), 186 (obstructing public servant in discharge of public functions), and 353 (assault or criminal force to deter public servant from discharge of his duty), along with UAPA sections 16 and 18 at the Parliament Street police station.
The six people, who were involved in the breach, have been identified by the police. They are Sagar Sharma, Manoranjan D, Amol Shinde, Neelam Devi, Lalit Jha, and Vishal. The incident, which occurred on the 22nd anniversary of the 2001 Parliament attack, involved a well-orchestrated intrusion by six individuals. Having met through social media, they have been in contact for four years and meticulously planned the breach a few days before the incident, with a full reconnaissance done before the execution of their plan, as per sources, PTI reported.

All the accused resided at Vishal’s house in Gurugram a day before the breach, i.e., on Tuesday night. In the morning, they all left together to execute their plan at the Parliament.
“All six accused wanted to enter Parliament but only two got passes,” a source told PTI. Notably, Lalit made the video of Amol and Neelam releasing smoke from canisters outside the Parliament premises, which was later uploaded on social media platform, Instagram. Lalit also kept the mobile phones of Neelam, Amol, Sagar and Manoranjan, police said. Police have also detained Vishal’s wife and her possible role in the incident is being probed.
Delhi Police’s Special Cell will probe several aspects, including the educational backgrounds of the accused, their previous engagements such as protests or rallies, and any prior visits to Parliament. Additionally, their social media history and activities will also be investigated, ANI reported.
Opposition demands probe
Opposition MPs have demanded a thorough probe into the security lapse. Rajya Sabha MP Syed Naseer Hussain sought a statement from the Union Home Minister Amit Shah through a Suspension of Business notice under rule 267 over the Parliament security breach.
Congress MP KC Venugopal has proposed a Suspension of Business notice under rule 267 to discuss the “serious breach of security in the Parliament.”

Expressing distress over the incident, Congress general secretary KC Venugopal conveyed his worry via social media, stating, “The infiltration in the Lok Sabha is extremely troubling, especially on the anniversary of the 2001 Parliament attack. I am glad there was no major injury or damage done to anyone. Parliament is among the most high-security buildings in our country. Such a major security lapse is unacceptable.”
“We demand answers from the Home Ministry and there must be a thorough review of the security arrangements in the new Parliament building,” further read the post.

What did the Lok Sabha Speaker say?
After the security breach, Lok Sabha Speaker Om Birla confirmed the detention of the intruders and the confiscation of their materials on Wednesday as the House reconvened. He also mentioned the arrest of two others outside Parliament by the Police.
He said, “The incident that happened during Zero Hour, is being investigated by the Lok Sabha security and Delhi Police has also been given requisite directions regarding the same. However, the smoke, that was the reason for our worry, it has been found in a preliminary investigation that it’s not a matter of concern.”
Recapping the events in Parliament on Wednesday:
During Zero Hour on Wednesday, two individuals — Sagar Sharma and Manoranjan D — leapt into the Lok Sabha chamber from the public gallery, released yellow gas, and chanted slogans before being subdued by MPs and Parliament staff. Simultaneously, two others — Amol Shinde and Neelam Devi — dispersed coloured gas while shouting “tanashahi nahi chalegi” outside the Parliament premises. The police confirmed these four were part of a larger group of six who orchestrated the incident. Incidentally the breach took place on the anniversary of the 2001 Parliament terror attack.
