Bihar government formation: Bihar Chief Minister Nitish Kumar on Monday submitted his resignation to Governor Arif Mohammad Khan, paving the way for the formation of a new NDA government after the coalition’s decisive victory in the recent assembly elections. The resignation came a day after the outgoing cabinet met and authorised Kumar to take the “necessary action” for the formation of the next government.
After submitting the resignation, Kumar was seen arriving at his residence, having handed over the letter recommending the dissolution of the current government to the Governor.
On the upcoming formation of the new government and cabinet, Union Minister Jitan Ram Manjhi told news agency IANS, “We only know that the oath-taking ceremony will be on the 20th. The Prime Minister will also attend. We have been asked to go as well.”
The National Democratic Alliance (NDA) is all set to return in Bihar with a stronger mandate this time. The BJP emerged as the single largest party by winning a whopping 89 seats out of 101 it contested. Its NDA allies JD(U) got 85 seats, Chirag Paswan’s LJPRV won 19 seats, whereas HAM and RLM bagged 5 and 4 seats respectively. The Mahagathbandhan faced a humiliating defeat as RJD was reduced to just 25 and Congress could manage to win only 6 seats.
With the elections done, the next step is formation of the new government in Bihar. According to the Election Commission of India (ECI), a new Bihar government has to be in place by Nov 22. Five days are left in the deadline and it is likely that NDA parties, this time, will look for a better representation in the cabinet given every party’s performance.
NDA allies’ meetings
Huddles are on across the NDA party lines over Bihar government formation. Hindustani Awam Morcha (Secular) supremo Jitan Ram Manjhi and Rashtriya Lok Morcha president Upendra Kushwaha have held separate meetings with Union Minister Dharmendra Pradhan, who was the BJP’s election in-charge in Bihar on Sunday
The BJP’s in-charge of political affairs in Bihar, Vinod Tawde, was also present when the two NDA allies visited Pradhan’s house.
“Met Union Minister and Bihar BJP in-charge Dharmendra Pradhan and Bharatiya Janata Party’s general secretary Vinod Tawde, who worked tirelessly to ensure a massive victory of the NDA in the Bihar Assembly elections, 2025, and congratulated them,” Union Minister Manjhi said in the post, while sharing pictures of his meeting with the two BJP leaders.
The last cabinet meeting of the incumbent Bihar government under CM Nitish Kumar will take place on Monday. According to a notification of the cabinet secretariat department, the council of ministers will meet on Monday, when, according to a senior JD(U) leader, a resolution will be passed to “authorise” Kumar to meet the governor with the proposal to dissolve the outgoing assembly.
Opposition cries foul
The opposition is, meanwhile, of the view the Bihar elections were not fair. Rashtriya Shoshit Samaj Party (RSSP) National President Swami Prasad Maurya on Sunday reacted to remarks made by Samajwadi Party (SP) chief Akhilesh Yadav, stating that “elections teach us lessons from wins and losses.”
Maurya further said, “Whatever the result is, we accept it. It is certainly surprising that in Bihar, where BJP ministers, leaders and candidates were being chased and driven out of their constituencies, a strong BJP coalition government was formed… There is some game going on somewhere…”

After the Bihar Cabinet meeting, JD(U) leader Vijay Chaudhary told news agency PTI, “In today’s Cabinet meeting, it was decided that the current government will be dissolved by November 19, and the Chief Minister has given the recommendation letter to the Governor. The NDA has registered a historic majority under the leadership of CM Nitish Kumar, and everyone has congratulated him for this. So far, only these steps have been taken.”
