A run in between the UPA and the Left on the Indo-US civilian nuclear deal is on the cards as the final rounds of discussions between New Delhi and the IAEA are about to be concluded for an India-specific safeguards agreement, critical for operationalisation of the deal.

A team of officials from the department of atomic energy (DAE) will be leaving for Vienna on Wednesday , where they are expected to finalise the ?agreed text? for India-specific safeguards agreement. This round, coming after a round each in November and December, is likely to be followed by a meeting of the UPA-Left political committee where the finalised agreement with the IAEA will be put up before the Left for deliberation and approval.

The Left have insisted that the IAEA agreement must include clauses giving assurance of fuel supply.

However, their primary opposition to the deal stems from their contention that the 123 agreement has been superceded by the Hyde Act, which has overriding powers in imposing sanctions on India if it decides to carry out nuclear tests in the future.
