A golden retriever in Bihar has received a residence certificate in its name, and it even has a picture of a dog, which seems to have been downloaded from the Internet. The certificate, after massive backlash on social media, has now been “reverted” and then “rejected” by the same officer who previously issued it.
‘Dog Babu is a permanent resident…’
The certificate, which has a watermark of the Bihar government and was generated through the state’s RTPS portal, reads, “It is proven that ‘Dog Babu’, whose father is ‘Kutta Babu’ and mother ‘Kutiya Babu’, of Mohalla Kaulichak, Ward No 15, Nagar Parishad Masaurhi, Patna, is a permanent resident.”
It even has a QR code and was issued on July 24 and has been digitally signed by Revenue Officer Murari Chauhan.
FIR against three people
The district administration has not only cancelled the certificate, but also has filed an FIR against three people. A detailed investigation into the case is underway, and departmental and disciplinary action will be taken against guilty employees and officers.
“In the Masaurhi region, a case has come to light involving the issuance of a residence certificate in the name of ‘Dog Babu’. As soon as the matter came to notice, the said residence certificate was cancelled,” District Administration Patna said in a statement from its official X handle.
“An FIR is being registered at the local police station against the applicant, the computer operator, and the officer who issued the certificate. The Sub-Divisional Officer, Masaurhi, has been directed to conduct a detailed investigation of the entire matter and submit a report within 24 hours.”

Documents belong to a Delhi woman
According to a report by FPJ, the authorities, upon investigation, found that the supporting documents attached to the application form belonged to a woman from Delhi. Her Aadhaar card and her husband’s identity documents had been submitted. It is still being investigated by the authorities about how the documents were submitted and the certificate was issued without verification.
