The Department of Pension and Pensioners’ Welfare (DoP&PW) has issued a clarification regarding the inclusion of daughters in the family details of central government employees and pensioners.

In its Office Memorandum dated October 31, 2025, the department has said that the name of a daughter cannot be deleted from the family details while the pensioner or family pensioner is alive. Her eligibility for family pension will only be decided after their demise, following the existing rules.

This clarification was issued after several departments sought guidance on whether a daughter’s name should be deleted from the family list after an employee retires.

Rule 50(15) of CCS (Pension) Rules, 2021

As per Rule 50(15) of the Central Civil Services (Pension) Rules, 2021, every government servant must submit a detailed list of family members—spouse, all children, parents, and disabled siblings—upon joining service. This information must also be updated at the time of retirement and submitted along with pension papers.

The rule ensures that complete and accurate family details are available for determining family pension eligibility when required.

Daughter remains part of family record

The department referred to its earlier Office Memorandum dated October 7, 2022, which clarified that all family members—whether or not eligible for family pension—must be included in Form 4.

Therefore, once a daughter has been declared as a family member by the government servant, her name cannot be removed from the family details. She continues to be recognised as part of the family record, irrespective of her immediate eligibility for pension benefits.

Eligibility decided after demise of pensioner

The latest clarification specifies that the daughter’s eligibility for family pension will be determined only after the death of the pensioner or any existing family pensioner, in line with the established pension rules.

This provision ensures that her right to family pension remains safeguarded in cases where she becomes eligible later, such as in the absence of other eligible family members.

Directions to all ministries and departments

The DoP&PW has directed all Ministries and Departments to circulate this clarification widely among officials handling pension matters. They have been asked to ensure full compliance with the rules and maintain accurate family records for all central government employees and pensioners.
