Special Intensive Revision: The Election Commission of India (ECI) and its head, Chief Election Commissioner (CEC) Gyanesh Kumar may not have imagined that the Special Intensive Revision (SIR) of the electoral roll will lead to nationwide chaos. A regular exercise has now become a trouble for the booth level officers (BLOs) and for the voters as well.

The main issue is the one-month timeline for the enumeration forms, and the workload that the BLOs are reportedly enduring. However, the ECI has said that the nearly 99% voters in these nine states and three Union Territories (UTs) have been given the forms.

What is the deadline of SIR Phase 2?

The first phase of the SIR was conducted in Bihar, beginning June 2025, and the final roll was published on September 30, 2025. As for the phase 2, the election commission announced the exercise in nine states and three UTs, namely:

Tamil Nadu, Kerala, West Bengal, Uttar Pradesh, Chhattisgarh, Goa, Gujarat, Rajasthan and Madhya Pradesh. The three Union Territories are – Andaman and Nicobar, Lakshadweep and Puducherry.

According to the schedule of the SIR, the enumeration period in these 12 State/UTs commenced on November 4, and would continue for a month.

This means that the last date to fill the enumeration forms (online or offline) is December 4, 2025.

Schedule of the SIR Phase 2

During Nov-Dec 4 period, every elector in the Electoral Rolls as on October 27, 2025 of the SIR bound State/UT will be made available a unique Enumeration Form which will be partially pre-filled.

This form has to be completed and submitted back to their respective booth level officer (BLO).

Once the enumeration is done on Dec 4, the ECI will publish the draft roll on Dec 9, 2025.

From Dec 9, 2025 to Jan 8, 2026 – claims and objections will be filed and dealt by the ECI. The hearing and verification will continue till Jan 31, 2026.

The final roll of these 12 states and UTs will be published on February 7, 2026.
