Five of the seven newly sworn-in ministers in Delhi, including Chief Minister Rekha Gupta, have declared criminal cases against themselves, while two are billionaires, according to a report by the Association for Democratic Reforms (ADR).
The findings are based on self-sworn affidavits submitted by the ministers ahead of the 2025 Delhi Assembly Elections. ADR’s analysis reveals that 71% of the ministers have criminal cases against them, with one, Ashish Sood, facing serious charges.
On the financial front, 29% of the cabinet members are billionaires. The wealthiest minister is Manjinder Singh Sirsa from the Rajouri Garden constituency, with declared assets worth Rs 248.85 crores, while Kapil Mishra from Karawal Nagar has the lowest declared assets at Rs 1.06 crores. The average assets of the seven ministers stand at Rs 56.03 crores. All of them have declared liabilities, with Parvesh Sahib Singh from the New Delhi constituency having the highest at Rs 74.36 crores.
Regarding education, six ministers (86%) hold graduate-level or higher qualifications, while one has completed only the 12th standard. In terms of age, 71% of the ministers are between 41 and 50 years old, while the remaining 29% fall in the 51-60 age group.
The cabinet includes just one woman, Chief Minister Rekha Gupta.
