He is a resident of Kupwara district, and was arrested on Sunday at New Delhi Railway Station, according to police officials. Riyaz, along with Khursheed Ahmad Rather and Ghulam Sarwar Rather, was involved in a conspiracy to receive arms and ammunition from terrorist handlers across the LoC, as stated by a senior police officer.

On Sunday, investigating agencies in Jammu and Kashmir provided information that Riyaz Ahmad Rather was wanted in a recent terror module case. In this case, five individuals were arrested, and significant material, including five AK rifles (short), five AK magazines, and 16 short AK rounds, was seized.

The arms and ammunition were sent by LeT terrorist handlers, Manzoor Ahmad Sheikh alias Shakoor, and Qazi Mohammad Khushal, based in Pakistan-occupied-Kashmir.

It was revealed that Riyaz, who had been absconding, would reach New Delhi Railway Station in the wee hours. A team was deployed at the station, which identified and apprehended Riyaz when he was attempting to flee from exit gate number-1 in the early hours, the officer explained.

Further investigation disclosed that Riyaz, accompanied by his friend Altaf, had boarded the Mahakaushal Express from Jabalpur, reaching Hazrat Nizamuddin railway station around 3 pm on Saturday. They then took an auto-rickshaw to New Delhi Railway Station, where Riyaz intended to go to another hideout.

Both Riyaz and Altaf retired from the Indian Army on January 31, 2023, according to police sources. During the arrest, one mobile phone and one SIM card were recovered from Riyaz’s possession.

Riyaz has been arrested under the appropriate sections of the law, and Jammu and Kashmir Police officials have been informed for further necessary action, as per the statement from the police.
