In a recent meeting with the high-level committee of the Railway Board, a majority of senior divisional operational managers backed the recommendations of the Research Design and Standards Organisation (RDSO) aimed at improving working conditions for train controllers, according to sources. The six-member committee held a video conference on September 24 with Senior Divisional Operational Managers (Sr DOMs) from 17 rail divisions, including Lucknow, Prayagraj, Kota, Deen Dayal Upadhyaya, and Chennai.

“Majority of Sr DOMs agree that there is an immediate need to upgrade the pay scale from the initial Rs 4,200 to Rs 4,600 as suggested by the RDSO. Some of them were even in favour of upgrading it to Rs 4,800 also so that the post of a controller becomes so attractive that talented and efficient workforce want to join it,” a railway official privy to the meeting noted.

Challenges Faced by Train Controllers

The officials acknowledged that increasing vacancies and a lack of skilled manpower hinder the control department’s operations, which serve as the brain of the railway system. They proposed offering incentives such as allowances, health benefits, and social security to attract talent to the Control Department.

An RDSO study revealed that train controllers face significant challenges, including “unattractive” pay scales and high stress levels due to a 15-20 percent vacancy rate. “High vacancy in the cadre ultimately affects the working condition of the staff on roll. Under strenuous conditions, the quality of work also suffers,” the report stated.

The study identified that 75 percent of section controller positions are filled from feeder categories, yet many station masters are reluctant to apply due to a lack of financial benefits. Recommendations include upgrading pay scales, introducing aptitude tests for recruitment, and reinstating direct recruitment.

Following the report, a six-member committee was formed to examine and recommend improvements for train controllers’ working conditions, with final recommendations expected soon.
