The Mumbai Metropolitan Region Development Authority (MMRDA) has introduced a revised draft for the Backbay Reclamation Scheme, focusing on slum rehabilitation, metro projects, and the preservation of natural features like beaches and mangroves. This plan was presented during MMRDA’s 158th meeting, chaired by Chief Minister Eknath Shinde.

Key Features of the Revised Plan

One of the standout proposals is the establishment of a dedicated marina aimed at boosting tourism in the area. This marina will include ports for small boats and yachts, enhancing the region’s appeal as a tourist destination. The revised draft divides the Backbay area into residential and commercial zones, ensuring that development harmonizes with existing ecological features. Special attention is given to integrating ongoing projects from both governmental and non-governmental organizations, particularly those related to slum rehabilitation and metro infrastructure in Mumbai.

Infrastructure Development and Connectivity

The MMRDA has also proposed the expansion of the new legislative building and the construction of link roads, including a proposed connection between Netaji Subhash Chandra Marg and Jagannath Bhosle Marg. Chief Minister Shinde remarked that these initiatives would deliver significant benefits to the region while safeguarding local livelihoods and ecosystems.

Additionally, an administrative approval has been granted for a preliminary alignment report concerning an access-controlled highway. This highway will connect Kalyan, Dombivli, Ulhasnagar, Ambernath, and Badlapur to Mumbai and Navi Mumbai. The project is expected to cost approximately ₹10,833 crore and will significantly reduce travel time to just 60 minutes from Mumbai and 30 minutes from Navi Mumbai.

Enhancing Digital Innovation in Mumbai

In a further development, the authority has approved the allocation of a commercial plot in Bandra Kurla Complex (BKC) for constructing a new administrative office for the National Payments Corporation of India (NPCI). This facility will offer a built-up area of 500,000 square feet, aligning with the government’s initiatives to promote fintech and digital innovation in the city.

Economic Master Plan

The MMRDA has also received administrative approval to establish a dedicated “Project Implementation Unit” and a “Business Development Cell” for executing the Mumbai Metropolitan Region’s economic master plan. Initial budgetary approvals of up to Rs 100 crore have been granted for the fiscal year 2024-25 to initiate the plan’s execution.

Sanjay Mukherjee, MMRDA Commissioner, emphasized that these revised development plans and significant connectivity projects, including the Backbay Reclamation and the new highway, are crucial for shaping the future of the Mumbai Metropolitan Region.
