Senior government officials, bankers, venture capitalists and other stakeholders will meet on January 16 to finalise an action plan for the Start-up India programme, which would include the definition of start-ups and various incentives to be extended to them to boost entrepreneurship, an official said on Monday.

The action plan for start-ups — which would be a mix of facilitation measures as well as financial incentives, especially for those from rural India — will then be given to Prime Minister Narendra Modi at the end of a series of meetings on January 16, the official told FE. The govenrment has already hinted that innovation and technology will be the hallmark of such start-ups.

The Prime Minister’s Office, the Cabinet Secretariat and the departments of industrial policy and promotion, telecommunications, and electronics and information technology are involved in preparing the road map for a complete eco-system for start-ups. The meetings will be held on a wide range of topics, from seed capital, financing, linking companies with educational institutions to marketing, intellectual property rights and regulatory mechanism.

The department of industrial policy and promotion is also working on an interactive ‘app’ and a portal for such start-ups.

In his monthly ‘Mann ki Baat’ radio programme on Sunday, Modi said the action plan will be unveiled on January 16: “A structure will be presented before you. This programme will be connected to the country’s IITs, IIMs, central universities and NITs. Wherever there are youth, they will be linked through ‘live connectivity,” he added.
