Following the strong resistance from the stakeholders, the Telecom Regulatory Authority of India (Trai) on Tuesday relaxed the government’s role to some extent in its final recommendation on regulating TRP. However, Trai has stuck to its guns as far as representation of government on the board of proposed supervisory body ? Broadcast Audience Research Council (Barc ), signing of an MoU between the ministry of information and broadcasting and Barc and the transformed role of Barc, are concerned.
While Barc, a non-profit company constituting of all stakeholders in the rating business ? Indian Broadcasting Foundation (IBF), Association of Advertising Agencies of India and the Indian Society of Advertisers had originally intended to position itself as a rating agency, Trai in the recommendation has changed Barc?s mandate to annoint the apex body that will oversee the audience measurement industry.
The regulatory body in its latest recommendations has added that the government’s role in the TRP business will be reviewed after five years.
