The Uttar Pradesh government seems unperturbed over the Sixth Pay Commission recommendations. Stating that the recommendations are too premature for the state government to ??apply its mind and start calculations,?? officials in the finance department say, ??The commission has so far only submitted its recommendations. It is now up to the central government to scrutinise the recommendations and then have them passed by the Cabinet, before finally announcing when and in which shape the recommendations will be implemented.??

Maintaining that the recommendations are not binding on state governments, officials said, once the final recommendations are declared, the state would either constitute a panel or a committee to study the recommendations and their impact on the state?s economy. ??The first thing to be decided is whether we want to implement the recommendations or not. Even if we decide to do so, there is nothing to be worried about, as the state has a surplus budget of Rs 5,000 crore.”

Meanwhile, a senior finance official said, ??Barring a few profit-making corporations, the state is yet to implement the recommendations of Fifth Pay Commission, 10 years after it was announced. It is, therefore, too early to think about the Sixth Pay Commission. Even if the Centre decides to implement its as a tool (to garner votes) before the next general elections, it will announce the recommendations just before polls are due and not immediately,?? he added.
