The country?s largest software firm Tata Consultancy Services (TCS) is eyeing the third biggest e-governance project of the corporate affairs ministry?official liquidators project. At present, TCS has the mission mode project MCA 21 in its kitty.

Chief executive officer and managing director of Tata Consultancy Services S Ramadorai told FE, ?We would be interested in bidding for MCA?s third major e-governance project of official liquidators. We are always interested in such projects. At present handling the mission mode project MCA 21, we are looking forward to this project as well?.

The National Institute of Smart Government (NISG) is expected to give a detailed project report (DPR) to the ministry within six months after which the bidding procedure for the official liquidators project would begin. MCA has paid Rs 1.8 crore to NISG for the purpose. The e-governance model for all official liquidators (OLs) across the country would help make the company winding-up procedure in India much easier. At present, winding up a company is a long procedure where loads of paper work-related formalities are involved.

An MCA official told FE, ?We are expecting a detailed project report from NISG in the next six months after which we would invite bids for the project?.

NISG is a non-profit company was set up on the recommendations of the task force on information technology and software development in 2002 by the government and Nasscom.

Presently, the institute is involved in various projects such as e-Gov World that is a knowledge portal on e-governance, DCA21, UNDP-sponsored project known as ICT for Development, Integrated Land Information System.

The e-governance model of official liquidators would be MCA?s third major e-governance initiative after MCA 21 and on limited liability partnership model.

The MCA 21 is the e-governance regime for companies, is intended to provide easy operation for filing and access to corporate data over the Internet to all stakeholders on round-the-clock basis. The e-governance mode for LLP has also been drawn on lines of MCA 21 and makes the LLP services available online for its users.

The project is aimed at avoiding delays in the winding up of companies and to make the retrieval of all records and registers easier, the official added.
